RESOLUTION

ON KEY TASKS AND SOLUTIONS TO IMPLEMENT THE SOCIAL-ECONOMIC DEVELOPMENT PLAN, STATE BUDGET ESTIMATE AND IMPROVE THE BUSINESS ENVIRONMENT AND NATIONAL COMPETITIVENESS IN 2023

THE GOVERNMENT

Pursuant to the Law on Organization of the Government dated June 19, 2015; the Law amending and supplementing a number of articles of the Law on Organization of the Government and the Law on Organization of Local Governments dated November 22, 2019;

Pursuant to the Resolutions of the National Assembly No. 68/2022/QH15 dated November 10, 2022 on socio-economic development plan in 2022; No. 69/2022/QH15 dated November 11, 2022 on State budget estimate for 2023,

DECIDES

In 2022, the global and local conditions became increasingly complicated than forecasts; economic difficulties and challenges mounted, creating significant pressure on macro-economic management and administration, greatly affecting the recovery and development of many industries, fields and people's lives. Continuing to inherit and promote the great historic achievements over more than 35 years of renovation and comprehensive results from the beginning of the term until now; under the leadership of the Party, the effective and efficient management of the State; with the drastic engagement of the whole political system, the joint effort and consensus of the business community and people nationwide; along with the support and help of international friends, our country's socio-economic situation continued to record positive recovery trend and achieved important results, reaching or exceeding 13 out of 15 targets set out in the socio-economic development plan. In which the macro-economic conditions were reltatively stable, inflation was kept under control, economic growth were picked up, major balances were secured. Various solutions were promptly implemented to extend and reduce a number of taxes, fees, charges and land rents to remove difficulties for production and business. Regular tasks were effectively carried out, and at the same time attention was paid to addressing long-standing issues and promptly solving and responding to newly arising problems. Some initial positive results had been achieved. The average consumer price index (CPI) for the whole year only increased by 3.15% year-on-year. GDP growth was estimated at 8.02%, GDP was valued at about US$409 billion. State budget revenue was expected to exceed 27.76% of the estimate, 14.12% increase compared to 2021. Total investment capital of the whole society was estimated to grow by 11.2%. Export turnover was estimated at US$371.39 billion, up 10.6%. The economy recorded an estimated trade surplus of US$11.2 billion. Price management, especially for essential commodities such as gasoline, oil, and textbooks, was strongly, closely and effectively directed with due attention. The balances between supply and demand of electricity, gasoline and food were guaranteed. Local shortage of gasoline and oil was basically addressed. In principle, labor supply was sufficient to meet the market demand. National defense and security had been consolidated and strengthened. Social order and safety, independence and sovereignty were maintained. Foreign affairs and international integration achieved many positive results. The prestige and position of our country continued to be enhanced. The investment and business environment witnessed positive changes. The fields of culture, society, labor and employment achieved many important results. The epidemic was put under control, contributing to reinforcing socio-economic stability and improving the people's lives. Viet Nam continued to be an attractive investment destination, recognized as a dynamic economy, and received rankings by many international organizations in 2022.

2023 marked the mid-point between a term of the Party, which plays an important role in the implementation of the Resolutions of the 13th National Party Congress and the Resolution of the National Assembly on the 5-year socio-economic development plan for 2021 - 2025. The world situation shall continue to evolve in a complex, fast, and unpredictable manner. Strategic competition with big countries, economic competition, and trade war could escalate. The military conflict in Ukraine could last longer. It could take many years to overcome consequences of the Covid-19 pandemic. Inflation could continue to stay high, the trend of monetary policy tightening and increase in interest rates could persist in many countries. The risks to liquidity, financial stability, currency, public debt, real estate, energy security, food security, information security might rise globally. The global economic growth would have tendency to slow down, some countries would show signs of economic recession. Domestically, economic opportunities, advantages and difficulties, challenges would be intertwined but difficulties and challenges might prevail. Inflation pressure, exchange rate, interest rate could soar; production and business could continue to face many challenges; Viet Nam's traditional large import and export markets could be narrowed. It should be noted that the shortcomings, limitations, and inadequacies of the economy in terms of economic structure, domestic production capacity, accumulated financial, monetary, and real estate markets had not been resolved for a long time; the scale of our country's economy was still modest while its openness had increased recently, its competitiveness and resistance to shocks from overseas ports was still limited. Various unexpected high-risk factors still existed and could be difficult to predict. Epidemics, climate change, natural disasters, droughts, storms and floods would continue to develop abnormally, causing more severe impacts.

I. VIEWPOINTS AND KEY DIRECTIONS

In order to successfully implement the goals and tasks of the socio-economic development plan in 2023 according to the Resolution of the National Assembly, the Government required all levels, branches and localities to be determined and maintain the current spirit of solidarity, self-reliance, proactive adaptation, flexibility, drastic action, science-based approach, efficiency, active innovation, focusing the following orientations, including:

1. Abide by the Resolution of the 13th National Party Congress, Thematic resolutions and conclusions of the Central Committee, the Politburo and Resolutions of the National Assembly and the Government. Focus on synchronously and effectively implementing the points, goals, tasks and solutions of the Socio-Economic Development Strategy 2021-2030, the 5-Year Plans for the 2021-2025 period, paying attention to 3 strategic breakthroughs, 6 key tasks, and 12 key solution groups.

2. Absolutely avoid subjectiveness, negligence, unpreparedness, but also not bewildered or wavering; always stay calm, confident, brave, proactive, flexible, and creative in leadership, directing and operating, avoid sudden changes and giving "abrupt" directions. Foster solidarity, unity, endeavor, joint effort, and unanimous determination to act at the highest level in the spirit of "Tower of strength", "Unanimity and determination across all levels", to create synergy and consensus of the whole political system and the society; adapt flexibly and effectively to the context and situation to "turn risks into threats", resolutely overcome difficulties and challenges, take advantage of opportunities and advantages for socio-economic development and proactive international integration in a comprehensive, deep, substantive, and effective manner, and build an independent and self-reliant economy.

3. Improve capacity for analysis and forecasting; be proactive in all situations, sharply follow up with new developments, promptly and decisively handle problems effectively, develop flexible scenarios and plans, and adapt to new arising problems and topics. Continue to operate monetary policy firmly, proactively, flexibly and effectively; closely and synchronously coordinate with expansionary fiscal policy and other policies; timely manage macroeconomic, fiscal and monetary policy tools to properly and effectively balance exchange rates with interest rates, between inflation control and promoting economic growth, and in line with the practical situation.

4. Stay synchronous, united, determined, and decisive in directing and administering, focusing on effectively handling regular tasks, long-standing issues, and promptly responding effectively to urgent and unexpected problems arise in short term, and at the same time implement fundamental medium- and long-term tasks and solutions. Strengthen institutional improvement, focusing on properly fulfilling tasks on communication and providing policy response in the process of elaborating and promulgating legal documents, focusing on solving difficulties, timely formulating supportive policy solutions and effectively support production and business; strive to fulfill tasks completely, avoid prolonging unfinished tasks, causing congestion and resource waste; ensuring to align immediate with long-term goals, contributing to promoting rapid and sustainable socio-economic development.

5. Promote cultural development in parelell with economic, politics and social development. Properly implement policies on social security, sustainable poverty reduction, ensure social progress and justice, sustainable environmental protetion, taking care of the material and spiritual life of the people, especially people with meritorious services, poor households, vulnerable groups in remote areas, border areas, islands and ethnic minorities.

6. Continue to consolidate and maintain national defense and security; step up foreign affairs activities, improve the quality and efficiency of international integration; ensure a stable, peaceful and cooperative environment to promote rapid and sustainable development.

II. MAIN TASKS AND SOLUTIONS

1. Continue to give priority to maintaining macroeconomic stability, controlling inflation, promoting growth, and ensuring major balances of the economy.

a) Closely monitor economic developments and situation of prices, inflation, the world and domestic markets, make timely forecasts and risk warnings to formulate appropriate countermeasures; implement monetary policy firmly, proactively, flexibly and effectively, coordinate harmoniously, reasonably and closely with the implementation of focused expansionary fiscal policy and other policies. Stabilize the currency and foreign exchange markets, improve the adaptability and resilience, and ensure the stability of the financial and banking system in all situations.

Drastically direct the management of state budget revenues to ensure the correct, sufficient and timely collection of revenues in accordance with the law; continue to reform administrative procedures on tax, promote the digitalization of tax administration; amend, supplement and improve tax administration institutions and cross-border electronic transactions, especially in new fields and production and business activities arising in the digital economy; combat transfer pricing and tax evasion, and drastically implement collection of outstanding tax debts. Study how to continue to implement support policies on taxes, fees and charges.

Tighten discipline and order in financial management - state budgetary; closely and effectively manage state budget expenditures; thoroughly adopt thrift practices, combat waste, resolutely cut down on non-essential, unurgent, slow-moving, slow-deploying recurrent expenditures; review to soon put resources that had not been effectively exploited in service of socio-economic development; strictly control, safely and reasonably the state budget deficit; continue to restructure state budget expenditures, prioritize spending on investment and development of important and essential socio-economic infrastructure works, implement drastically and effectively the tasks and solutions in the Socio-Economic Recovery and Development Program and the National Target Programs. Provide timely guidance to properly and fully implement policies to adjust and increase basic salary, pension, social insurance allowance, preferential allowance for people with meritorious services to the Revolution.

Focus on consolidating and strengthening the macroeconomic foundation, improving the internal capacity and autonomy of the economy on the basis of developing healthy, highly concentrated, stable, safe and sustainable markets for money, credit, corporate bonds, securities, and real estates; not to lose system security; protect the lawful and legitimate rights and interests of enterprises, investors and people, avoid them being provoked or manipulated, which could lead to social insecurity or disorder. Review and improve legal regulations, strengthen supervision and inspection, speed up restructuring, improve operational efficiency of credit institutions, financial institutions, money markets, bond markets, and other financial institutions, corporate bonds, securities, and real estates so as to ensure public, transparent, safe, stable, healthy and sustainable development.

b) Manage credit growth reasonably to meet the capital needs of the economy in order to contribute to controlling inflation and supporting economic growth; focus capital on production and business fields, priority areas and growth drivers; control credit in high-risk areas. Implement drastically the Project on "Restructuring the system of credit institutions associated with bad debt settlement in the 2021-2025 period" to step up bad debt handling; focus on implementing the direction of competent authorities on the restructuring and handling of weak credit institutions, ensuring the operational stability and supporting these credit institutions to gradually recover. Improve management capacity and efficiency of credit institutions; in which, continue to encourage them to reduce costs and stabilize lending interest rates in order to support enterprises to recover and develop production and business; focus on directing credit institutions to increase transparency in operations and overcome the situation of share ownership exceeding the prescribed limit; review, handle and prevent cross-ownership and illegal lending following the law.

Review, amend and supplement the legal framework, mechanisms and policies on monetary and banking activities, ensuring the operation of money markets and banks in a safe, healthy, smooth and sustainable manner. Research and propose to legislate regulations to handle bad debts and collaterals of bad debts along with amending and improving provisions of the Law on Credit Institutions. Effectively implement the project to develop non-cash payment in Viet Nam for the 2021-2025 period. Continue to implement solutions to promote digital transformation of banking activities to apply new business models and provide convenient and safe technology products and services to meet the needs of citizens and businesses.

c) Focus on dealing with long-standing problems approved by the Politburo (06 weak credit institutions, 08 slow and inefficient projects, the Shipbuilding Industry Corporation, the  Viet Nam Development Bank...); continue to develop and complete the plan to resolve the remaining 04 slow and inefficient projects to submit to the Politburo for consideration and comment reception.

d) Mobilize and effectively use all resources, enhance the attraction of social investment, high quality FDI capital, especially FDI in the semiconductor industry, further promote public-private partnership investments. Research and evaluate impacts of the Global Minimum Tax on attracting investment in Viet Nam to have appropriate solutions.

dd) Strongly promote the development of the domestic market, striving to increase the total retail sales of consumer goods and services to 9%. Continue to monitor, analyze and forecast the market, changes in trade policies of major countries and partners for promptly measures and timely response. Foster trade promotion, supply and demand connection, and expansion of export markets; continue to reform and simplify administrative procedures, complete the legal framework on e-commerce, digital transactions, and digital economy; focus on exploiting Free Trade Agreements (FTAs), especially new generation FTAs. Strengthen information and orientation for businesses, strongly shift export activities to official and sustainable forms. Research and have appropriate solutions to encourage and create conditions for Vietnamese digital technology enterprises to invest abroad.

e) Foster publicity and transparency in the administration of prices of goods and services; continue to implement solutions to closely manage and administer the adjustment of prices of important goods and public administrative services set by the State, especially the prices of electricity, oil and gas, important goods and other essential services; have appropriate solutions to stabilize prices of important raw materials and essential consumer goods and services to create favorable conditions for production and business activities and people's lives; step up inspection, examination, prevention and strictly handle acts of commercial fraud, speculation, manipulation and unreasonable price increase.

2. Continue to focus on disease prevention and control

Continue to effectively control the COVID-19 pandemic and newly arising diseases, prevent dual occurrence of epidemics. Closely monitor the epidemic situation in the world, review, update and adjust measures to prevent and control the COVID-19 pandemic, issue plans and measures to effectively and timely handle situations and prevent and control the pandemic in the new situation; make effort to research and self-manufacture drugs to prevent and control the epidemic, maintain achievements in COVID-19 prevention and control. Proactively respond to new epidemic situations that may occur. Continue to promote international cooperation, take advantage of fiancial and technical external resources  for epidemic prevention and control.

3. Strengthen institutional development and improvement, raise the effectiveness and efficiency of law enforcement organizations, ensure discipline and order; and step up the prevention and fight against corruption, negativity and waste.

a) Continue to thoroughly grasp and institutionalize timely, accurately and fully the guidelines and directions of the Party in the Document of the 13th National Party Congress, Resolutions of the Central Committee, Resolutions, conclusions and directives of the Politburo and the Party's Secretariat. Organize the effective implementation of Resolution No. 27-NQ/TW dated November 9, 2022 of the Central Executive Committee on continuing to build and improve the socialist rule of law of the Socialist Republic of Viet Nam in the new period and Plan No. 11/KH-TW dated November 28, 2022 to implement Resolution No. 27-NQ/TW. Thoroughly grasp and strictly implement newly promulgated legal documents.

Concentrate resources to improve the quality of law enforcement and construction, ensuring compliance with the direction that "investment in institutional building and improvement is investment in development". Renovate the methodologies of directing, urging and inspecting to ensure the progress and quality of law, ordinance and resolution projects in line with the law-making orientation of the 15th National Assembly and the law- and ordinance-making program in 2023, especially law projects that play an important role in creating a favorable environment for investment and business. Properly organize the collection of citizens' opinions, focus on collecting, correcting, and ensuring the quality of the draft Law on Land (revised). Continue to strictly implement the Law on Promulgation of Legal Documents, improve the quality of the appraisal of legal documents, and make the Government's proposal on the law- and ordinance-making program in 2024 and adjust the law- and ordinance-making program in 2023.

Organize the proper implementation and systematization of legal documents in accordance with regulations throughout the country for the 2019 – 2023 period. Continue to focus on and promote the effectiveness of law enforcement monitoring. Strengthen the inspection and review of documents according to respective authority. Continue to organize the implementation of tasks of the Prime Minister's Working Group on reviewing legal documents to review and adress legal provisions that are contradictory, overlapping, inadequate and no longer relevant to practicality.

Step up the effective implementation of Directive No. 04-CT/TW dated June 2, 2021 of the Secretariat on strengthening the Party's leadership in the recovery of assets appropriated and lost in criminal corruption cases. Strictly observe the law provisions on enforcement of civil judgments and administrative judgments. Focus on definitively handling cases with conditions for judgment execution, especially key, complicated and prolonged cases. Improve the effectiveness of prevention and strengthen the capacity to settle disputes and complaints in international investment activities, ensuring the interests of the Government, the citizens and businesses; actively handle legal problems arising in the process of integration, negotiation, signing and implementation of treaties, agreements and international commitments...

Focus on properly communicating policies; organize the effective implementation of programs and projects on law dissemination and education. Strengthen the application of information technology in law dissemination and education, renew and diversify access channels to legal information for citizens. Timely resolve requests of citizens and businesses in the areas of judicial assistance, judicial administration, legal support for businesses, registration of security measures... Modernize and strengthen the application of information technology in the legal aid system; improve the role, capacity, professionalism and quality of the legal aid system so that citizens and businesses can easily access the law; strengthen the coordination of legal aid in legal proceedings and in activities of local authorities.

Properly perform reception of citizens, settling of complaints and denunciations right from the grassroots level in accordance with the law, directives and resolutions of the Party and the State. Promptly, legally, and practically settle complaints and denunciations within the respective competence right from the moment they arise, striving to have 85% of the cases settled at the grassroots level; properly implement the decisions on settlement of complaints, decisions on handling of denunciations that have taken legal effect, striving to reach a settlement rate of over 90%. Focus on properly perform the reconciliation at the grassroots level in association with the mass mobilization, actively mobilizing the masses to well observe the guidelines of the Party, policies and laws of the State, limit complaints and denunciations following improper procedures.

b) Promote decentralization, delegation of authority, individualization of responsibilities of the head in association with resource allocation, improving enforcement capacity, strengthening inspection, examination, supervision and control of power, prevention, against corruption, negativity and waste. Strengthen state management, synchronously implement guidelines, policies, laws, conclusions and directives of the Politburo and the Secretariat on anti-corruption.

Research and develop a National Strategy on anti-corruption to 2030 and a plan to implement the United Nations Convention against Corruption. Build the National Database on wealth and income control. Strengthen monitoring, evaluation and promotion of anti-corruption and anti-corruption nationwide and in each ministry, branch and locality; expand international cooperation, mutual legal assistance, information exchange and technical assistance; review and improve laws in order to improve the effectiveness of anti-corruption.

4. Continue to promote administrative reform in association with building e-Government and digital government, improve business environment, and enhance national competitiveness

a) Accelerate administrative reform in association with building e-Government and promoting national digital transformation.

Step up the reform of civil services and civil servants; renew the assessment of cadres, civil servants and public employees and regulations related to cadres, civil servants and public employees in order to ensure uniformity of the Party's regulations; prescribe regimes and policies for detecting, attracting and utilizing talents; submit to the competent authorities on the roadmap for reform salary policy reforms according to Resolution No. 27-NQ/TW and complete the institutional and policy system. Deploy solutions to protect cadres who dare to think, dare to do, dare to take responsibility for the common good; develop mechanisms and policies to improve working conditions and environment, soon overcome the avoidance mentality, fear of responsibility of a part of cadres, civil servants and public employees, and the leave of civil servants and public employees.

Continue to properly implement the downsizing of staff in the spirit of Conclusion No. 28-KL/TW of the Politburo. Accelerate the organizational arrangement in association with the effective implementation of the annual payroll reduction roadmap to reach the targets of reducing the number of civil servants by 5% and the salary of public employees by 10% from the state budget by 2026. Improve policies and laws on autonomy of public non-business units and socialization of public services.

Implement synchronously, drastically and effectively the conclusions of the Politburo and the Resolution of the National Assembly Standing Committee, the Government's resolution on the arrangement of administrative units at district and commune levels in the 2022 – 2025 period; complete the arrangement of administrative units at district and commune levels in 2023 and 2024 to stabilize the organization of Party congresses at all levels in 2025; build a system of institutions, policies and models of urban, rural, island governments and special administrative and economic units; submit to competent authorities to establish urban administrative units; focus on solving difficulties and obstacles in the implementation of the model of urban and communal governments.

Focus on effectively implementing the State Administration Reform Master Program for the 2021 – 2030 period and the Program to reduce and simplify regulations related to business activities in the 2020 – 2025 period. Seriously, comprehensively and effectively implement the tasks of promoting administrative procedure reform and modernizing the managenet and directing methododoligies, and improve the implementation efficiency of administrative procedures to serve citizens and businesses in Resolution No. 131/NQ-CP dated October 6, 2022. Study, amend and supplement legal documents to implement the plan for decentralization of administrative procedures; focus on reviewing and simplifying internal administrative procedures in the state administrative system. Innovate the implementation of the single-window, one-stop-shop mechanisms in handling administrative procedures.

Effectively deploy the task of integrating, connecting and sharing population data between the National Database on Population and the National Public Service Portal, the ministerial- and provincial-level information system for administrative settlement serving the authentication and sharing of citizen information when administrative procedures are performed; The set of indicators for directing, administering and evaluating the quality of service to citizens and businesses in the implementation of administrative procedures and public services in real time and online. Develop and complete the information system serving the direction and administration of the Government and the Prime Minister, the National Public Service Portal, and provide online public services for citizens and businesses.

Soon complete the construction of national databases, effectively implement the project of developing the application of data on population, identification and e-authentication to serve the national digital transformation in the 2021 – 2025 period, vision to 2030 in the spirit of viewing the year 2023 as "The Year of digital data, data creation and utilization for new value creation".

b) Improve business environment and enhance national competitiveness

Continue to strive to achieve the goal of upgrading indicators of business environment and competitiveness by 2025 as set out in Resolution No. 02/NQ-CP dated January 10, 2022 and targets for 2023 in Appendix IV.

Improve the quality of the reformation of the list of investment lines, conditional business and business conditions. Research and review conditional business lines; propose to remove from the list of business lines subject to conditional investment for industries that can apply other more effective management measures. Continue to review and recommend the abolition of business conditions specified in relevant specialized laws in the direction of abolishing business conditions that are illegal, unnecessary, unfeasible, lacking specificity and difficult to determine, and non- science-based; review the types of practice certificates to shorten, avoid duplication and waste of social costs. Consolidate legal documents and codes to ensure the transparency, ease of search, easy understanding, and accessibility of the legal system.

Study and propose amendments and supplements to regulations on management and specialized inspection of import and export goods in the direction of reducing the list of goods in group 2; fully apply principles of risk management; supplement the list of items exempted or reduced from specialized inspection; change the management method from batch-by-batch inspection to item-by-item inspection. Research, amend and supplement regulations in the direction of exemption from specialized inspection for goods imported by enterprises in small quantities for internal use, especially highly standardized products. Research and propose to develop legislation and improve capacity for the application of inspection at source and inspection at the circulation stage in the domestic market. Upgrade, complete and deploy effectively and essentially e-procedures on the National Single Window Portal.

Rectify the inspection and examination of inefficient enterprises; review and adjust inspection and examination plans to ensure that there is no duplication or overlap and those plans won't affect the normal and lawful operation of businesses.

Improve the quality of business support services, especially for small and medium enterprises; focusing on providing consulting and training according to the needs of businesses, focusing on contents of corporate restructuring, finance, human resources, markets, risk management, digital transformation, participation in sustainable value chains, administrative procedures,... Diversify and effectively develop a system of business development services, business incubators, start-up support centers, shared technical facilities to provide support, legal consulting and assistance to businesses.

5. Accelerate the practical and effective implementation of economic restructuring in association with the renewal of growth model, improving productivity, quality, efficiency, competitiveness, independence, autonomy, adaptation and resilience of the economy

a) Take strong and drastic solutions to soon overcome the shortcomings and limitations to speed up the disbursement of public investment capital from the beginning of 2023, especially important national projects and programs, key infrastructure development projects, ODA-funded projects that have high spill-over effect and could create a driving force for socio-economic development. Actively prepare necessary conditions in terms of space, material resources, labor... for immediate implementation right after the capital plan has been assigned by the competent authorities. Enhance the responsibility of leaders in making decision on investment policies, investment projects and disbursing public investment capital. Allocate sufficient capital according to the implementation schedule of important national projects, key infrastructure development programs and projects with high spill-over effect and could create a driving force for socio-economic development in order to allow them to lead and mobilize investment resources from non-state sources, creating new development drivers and growth poles, and at the same time ensuring harmonious development among different provinces, regions and areas. Implement drastically capital disbursement for the Socio-Economic Recovery and Development Program, 03 National Target Programs, ensuring their timeliness, publicity, transparency, efficiency, application to the right subjects, and prevention of profiteering.

b) Expeditiously restructure state-owned enterprises (SOEs) in the 2021 - 2025 period according to the scheme approved by competent authorities, ensuring the process's publicity and transparency. Focus on conducting a comprehensive review and assessment of the current situation and classification of enterprises, projects, investment works, state-owned capital and assets in order to have appropriate solutions for restructure and handling. Review, detect and take measures to handle loss-making and inefficient enterprises and investment projects. Formulate appropriate solutions to improve the financial situation, resolutely address financial backlogs, insolvent debts and non-profitable assets in corporations and groups and their member companies. Step up the equitization and divestment of state capital according to the roadmap, criteria and list of SOEs, ensuring that the State holds the proportion of state capital in enterprises in accordance with the law and focusing on the key business areas, tackle current situation where SMEs make scattered and large but inefficient investments.

Formulate appropriate solutions to effectively mobilize resources of SOEs in socio-economic development, especially in fields important to the country such as energy, digital infrastructure, digital platforms, digital transformation, transport infrastructure, providing important input materials for production. Research and build a system of mechanisms and policies so as to innovate owner's management, create conditions for the development of large-scale SOEs which play the role of paving the way for the development of key economic sectors and leading the operation of other enterprises in other economic sectors. Strengthen connectivity, improve technology absorption capacity, effectively support domestic enterprises to participate in the supply chain of FDI enterprises and FDI projects, especially those of multinational companies.

c) Continue to restructure production and service industries in association with innovating and increasing the application of science and technology.

Strongly and intensively develop industrial production, promote structural transformation towards increasing the proportion of processing and manufacturing industries. Accelerate industry restructuring associated with digital transformation, deepening enterprises' participation in the global value chain. Strive to increase digital economy's share to about 15.5% of total GDP. Focus on solving difficulties, supporting enterprises to restore production and business, putting large important industrial projects into operation in order to increase production capacity. Expand and diversify import and export markets. Synchronously implement solutions to stabilize production, ensure the balance of supply and demand for basic and essential goods such as oil and gas, electricity, coal, fertilizer... Continue to effectively implement the Program to develop supporting industries, focus on connecting and supporting domestic enterprises to participate in the supply chains of FDI enterprises and large global enterprises. Formulate and finalize strategies to develop industries to orientate attration for development investments in the long-term. Develop a stable and sustainable market of building materials, increase the use of alternative building materials that are mineral resource-saving, energy-efficient, and environmentally friendly. Promote energy transition and carbon emission reduction to reach carbon neutrality by 2050.

Focus on effectively implementing strategies and planning for sustainable agricultural and rural development, ensuring food security in all situations. Accelerate the restructuring of the agricultural sector, improve productivity, quality and efficiency of agricultural, forestry and fishery production and business. Renovate and develop forms of production organization and business activities in agriculture and rural areas; step by step switch mindset from agricultural production to agricultural economy. Develop domestic markets for consumption of agricultural, forestry and fishery products; step up trade promotion, market study, analysis and forecast to assess and propose countermeasures and scenarios to adapt to the world's supply and demand movements, and to meet international standards and regulations on diversification and development of export markets. Strengthen scientific and technological work and agricultural extension; improve the efficiency of quality management of agricultural materials and food safety. Implement product development strategies in the direction of intigrating multi-values and increasing science and technology contents. Accelerate digital transformation in agriculture and rural areas. Strengthen management and operation to ensure the safety of dams and irrigation reservoirs and solutions for the effective prevention and control of disasters and damage minimization. Effectively implement the National Target Program for New Rural Development.

Focus on developing new types of services applying advanced technologies. Continue to accelerate the implementation of the Service Sector Restructuring Plan to 2020, with a vision to 2025 and the Master Strategy for Viet Nam's Service Sector Development in the 2021-2030 period, with a vision to 2050, focusing on priority services such as tourism, telecommunications and information technology, logistics and transportation, financial and banking services.

Continue to implement drastically, creatively and effectively Resolution No. 08-NQ/TW dated January 16, 2017 of the Politburo, programs and projects of the Government on tourism development. Restructure the tourism industry in the direction of strengthening regional connectivity, connecting the whole country and connecting with the region, ensuring synchronization, sustainability and international integration; attach importance to the linkages between  the tourism industry and other sectors and the linkages between the tourism industry with other fields in the value chain; form diverse and unique tourism products based on local historical values, national culture, and typical natural conditions; promote the construction and development of new tourism products, night tourism activities, contributing to positioning the brand of the national tourism. Focus on leveraging the traditional tourist market; continue to improve policies to facilitate entry, exit and travel for international tourists; create conditions for domestic and international airlines to open new routes directly connected with key and potential tourism markets. Formulate appropriate solutions to support tourism businesses, provide training and foster human resources development; accelerate the implementation of digital transformation, promote entrepreneurship and innovation in tourism.

d) Effectively implement Resolution No. 61/2022/QH15 of the National Assembly; strive to complete the approval of the remaining master plans in the national planning system according to the Law on Planning in 2023; review to solve problems in planning and land use plans in provinces. Implement drastically and effectively the Resolutions of the Politburo and the Government's action plan on socio-economic development and assurance of national defense and security by 2030, with a vision to 2045 in six socio-economic regions. Research, build and improve regional linkage institutions; improve the operational efficiency of the Regional Coordinating Councils in coordinating, facilitating, harmoniously combining the development of local economy with regional economy on the basis of effectively promoting the potentials and strengths of each region and each province, so as to quickly create new driving force zones and new growth pillars. Effectively implement Resolution No. 06-NQ/TW dated January 24, 2022 of the Politburo on planning, construction, management and sustainable development of urban areas in Viet Nam by 2030, with a vision to 2045.

6. Focus on developing and improving a synchronous strategic infrastructure system, especially traffic infrastructure, climate change response infrastructure, and digital infrastructure. Focus on environmental protection, effective management and use of land and resources

a) Focus on building synchronous infrastructure; accelerate the progress of key national, inter-regional and major urban infrastructure projects, especially the Eastern North-South expressway in the 2017-2020 period and the 2021 – 2025 period, Ring Road No. 3 of Ho Chi Minh City, Ring Road No. 4 in the Ha Noi capital region, Chau Doc - Can Tho - Soc Trang expressway phase 1, Bien Hoa - Vung Tau expressway phase 1, Khanh Hoa - Buon Ma Thuot expressway phase 1; urban railway projects and highway projects such as Dau Giay - Lien Khuong, Cho Moi - Bac Kan, Hoa Lien - Tuy Loan, Dak Nong - Binh Phuoc, Nam Dinh - Ninh Binh - Thai Binh - Hai Phong, Lang Son - Cao Bang, Hoa Binh - Moc Chau, Ha Giang - Tuyen Quang; projects connecting Ho Chi Minh road sections of Cho Chu - Trung Son junction and Rach Soi - Ben Nhat - Go Quao - Vinh Thuan; navigation routes to Cai Mep - Thi Vai and Nam Nghi Son ports; urgently research, upgrade and expand dual-use airports under the public-private partnership investment form. Strive to complete in 2023 key and national transport projects such as: component projects of North-South expressway in the 2017-2020 period with public investment (Mai Son - National Highway 45, National Highway 45 - Nghi Son, Nghi Son - Dien Chau, Vinh Hao - Phan Thiet, Phan Thiet - Dau Giay, My Thuan 2 Bridge), My Thuan - Can Tho Expressway, Hau River Stream phase 2, Canal Cho Gao waterway phase 2....

b) Ensure the investment and construction progress of key power source and grid projects; effectively implement the National Power Development Plan for the 2021-2030 period, with a vision to 2045 (the 8th Power Master Plan), the National Energy Master Plan for the 2021-2030 period, with a vision to 2050 after they have been approved. Continue to research, advise, develop and submit for approval mechanisms and policies for energy development, especially renewable energy in accordance with the objectives, planning and socio-economic development conditions of the  country and in accordance with applicable laws. Build a smart grid system connecting areas, ensuring the safe and efficient operation of the power transmission system. Focus on removing difficulties to put key important power projects such as Thai Binh 2, Nghi Son 2, Duyen Hai 2, Van Phong 1 thermal power plants... into operation, ensuring safe and stable power supply from 2023.

c) Thoroughly handle projects that have been "suspended" and behind-schedule; ensure the interests of citizens in compensation, provision of support and resettlement upon land recovery, and prevent lawsuits and arise of hotspots of security and safety.

d) Build and develop national, regional and local data center infrastructure to ensure synchronous connection and consistency, creating a foundation for the development of the digital economy and digital society. Focus on developing synchronous and modern information and telecommunications infrastructure, ensuring information safety and security, creating a foundation for national digital transformation, promoting the development of the digital economy and digital society. Develop digital infrastructure to reach the advanced level of ASEAN region and Internet broadband availability at 100% of communes.

dd) Continue to review and improve the legal framework on e-commerce infrastructure, mechanism for controlled testing, mechanism for managing virtual assets, cryptocurrencies, and virtual currencies. Guide the adoption of criteria on rural commercial infrastructure in the 2021 – 2025 period.

e) Develop agricultural and rural infrastructure systems in adaption to climate change. Review, evaluate and adjust the tasks related to irrigation works, focus on investing to complete the system of works; focus on in-field irrigation for agricultural restructuring associated with new rural construction. Inspect, review and invest in improving disaster resilience of infrastructure works, especially the system of dikes, dams, anchorages and storm shelters.

g) Implement Resolution No. 39/2021/QH15 on the national land use planning period 2021 - 2030 with a vision to 2050, the 5-year national land use plan 2021-2025; invest in building a land database connected to a unified and centralized national land information system. Review and effectively handle projects that are slow to be implemented or put into use; propose solutions to handle problems of projects after inspection, examination and audit to put resources into development.

Conduct survey and assessment of marine resources in some key areas, create a favorable legal corridor to attract capital and technology sources so as to exploit the potential of offshore wind power, form renewable energy centers, and develop marine economic sectors. Continue to conduct evaluation of urban underground geology and space, assessment of strategic minerals, materials for energy industry and semiconductor industry; research planning and construction of underground space. Implement solutions to ensure water security, economical and efficient use of water resources for socio-economic development, cooperation and harmonious sharing of cross-border water resources, especially in the Mekong River and the Red River.

Complete the system of technical environmental standards and regulations; strictly control and monitor waste sources, handle seriously polluted establishments; promote waste separation at source, establish networks of concentrated solid waste treatment facilities in the direction of promoting inter-regional and inter-provincial networks. Diversify and attract investment to develop environmental infrastructure for treatment and recycling of waste and wastewater applying modern and environmentally friendly technologies; promote the development of economic sectors applying ecosystem and circular economy models. Speed up the implementation of projects on wastewater collection and treatment, environmental protection and restoration of rivers. Control pollution, improve air quality in urban areas; solve flooding issues in urban areas, especially in large cities.

Drastically implement strategies, plans and action programs to respond to climate change; focus on improving mechanisms and policies to attract investment resources, get ready to receive support capital flows from international partners in the Just Energy Partnership with G7 countries and international partners in the coming years to foster clean energy, renewable energy, and green transformation; strengthen communication and dissemination of international regulations on the application of emission standards, especially the Carbon Border Adjustment Mechanism for goods entering the EU market. Implement solutions to ensure domestic water for citizens in the Mekong Delta and the South Central region in the context of drought and saltwater intrusion. Harmonize the relationships between economic development and environmental protection; promptly and effectively respond to natural disasters, droughts and floods, ensuring the safety of people's lives and properties. Continue to synchronously improve and modernize the system of monitoring, forecasting and early warning of natural disasters, landslides, flash floods, landslides, and sea erosion.

7. Focus on developing human resources, especially high-quality human resources in association with promoting research, development and application of science and technology, innovation and entrepreneurship.

a) Continue to effectively carry out the task to radically and comprehensively renovate education and training according to Resolution No. 29-NQ/TW and Conclusion No. 51-KL/TW; implement the Education Development Strategy for the 2021 – 2030 period, with a vision to 2045; synchronously implement mechanisms, policies and solutions for human resource development, especially high-quality human resources in key sectors and fields to meet the requirements of socio-economic development. Continue to effectively and qualitatively implement the 2018 General Education Program; improve the quality of compilation and evaluation of textbooks and educational materials. Step up the implementation of solutions to improve education capacity and quality to develop the contingent of teachers and educational administrators. Effectively and fundamentally resolve local redundancy and shortage of teachers. Improve the legal corridor to create favorable conditions for the effective and practical deployment of university autonomy; strengthen the inspection and supervision of law enforcement in higher education. Accelerate the implementation of the project "Building a learning society in the 2021-2030 period". Promote the application of information technology and digital transformation in education.

b) Foster vocational education, link vocational training with the labor market to meet the demand for high-quality human resources for the country's socio-economic development and international integration. Continue to innovate, create a drastic change in the quality and effectiveness of vocational education, especially training of high-quality human resources in the direction of promoting application, practice, and internship, ensuring to satisfy the demand for skilled workforce of the labor market, contributing to improving labor productivity and the competitiveness of the economy in the context of the Fourth Industrial Revolution and international integration.

c) Continue to develop the national innovation system; research and pilot the development of science and technology enterprises at research institutes and universities according to the spin-off business model. Promote commercialization of research results in production and business practical context; continue to perfect the mechanism to employ scientists, especially talented scientists. Accelerate the establishment of national innovation start-up centers in Hanoi, Da Nang and Ho Chi Minh City in the immediate future; strengthen linkages between domestic and foreign innovation networks. Actively implement national science and technology programs for the period up to 2025 and 2030, focusing on identifying key technologies that need to be prioritized for development. Continue to invest in upgrading scientific research infrastructure, strengthen technology research capacity. Step up the construction and implementation of digital transformation, development of green economy, circular economy, digital economy and digital society practically, effectively, and with focus.

8. Focus on the comprehensive and synchronous development of cultural fields, ensuring a harmonious connections among economic, cultural and social development, improving people's life, and ensuring social security

a) Continue to effectively implement the General Secretary's Conclusion at the National Cultural Conference, Conclusion No. 76-KL/TW dated June 4, 2020 of the Politburo. Constantly promote the values of Vietnamese culture and people, foster cultural development on a par with economic, political and social development. Pay more attention to the preservation, embellishment and promotion of heritage values, national culture, tangible and intangible cultural values of regions and areas; prioritizing investment in construction, upgrading and renovation, and raising the operational efficiency of the system of cultural institutions. Focus on building a culture of healthy behaviors in the society, promoting pure values and customs, especially in cyberspace. Improve the effectiveness and efficiency of state management of culture, properly fulfill the task on inventory, ranking, registration, planning, preservation, renovation, restoration, protection and promotion of heritage values and relics. Implement the National Program for Cultural Development in the 2022 – 2030 period, the Program for the conservation and sustainable promotion of values of Viet Nam's cultural heritages in the 2021 – 2025 period, with a reasonable and attractive socialization policies to attract investment in activities to preserve and promote heritage values. Expeditiously research and develop a national target program on cultural development; building a digital cultural environment, a healthy cultural market; develop cultural industry. Effectively implement the movement "All people unite to build cultural life". Promote the development of physical training and sports; prepare forces and facilities ready to participate in international sports events.

b) Completely solve the shortage of human resources, drugs, equipment, supplies and medical biological products; focus on building and completing the legal framework, promptly removing difficulties and obstacles in bidding, procurement, management, licensing, extension and guarantee of drugs, supplies and medical equipment; promote domestic production of medical equipment. Improve system capacity, especially grassroots health care and preventive medicine; improve the treatment capacity of all levels. Promote the management of people's health; health care for the elderly, women, children and workers; continue to expand the coverage of health insurance. Effectively implement the program on development of traditional medicine and pharmacy. Continue to renovate the medical financial mechanism and medical service prices to gradually calculate all cost elements into the medical service prices according to the roadmap; innovate payment methods to improve the efficiency of using health insurance funds; pay attention to promoting the development of non-state hospitals and medical facilities. Continue to perfect institutions and policies on remuneration, improve the working environment, and ensure the building of a contingent of medical staff, civil servants and public employees to meet the requirements in the new situation. Maintain the replacement fertility rate, control the growth rate of sex imbalance at birth, focus on synchronously solving issues of population size, structure, distribution and quality. Implement food safety control based on risk assessment, chain-based production and business, and traceability. Promote the health digital transformation program nationwide.

c) Stabilize and develop the labor market in a modern, flexible, sustainable and effective manner to meet the requirements for socio-economic development and international integration, promptly respond to local and international challenges; strengthen connection and regulate labor supply - demand in order to mobilize and effectively use human resources for socio-economic recovery and development. Stabilize and develop the foreign labor market; promote negotiations and signing of agreements and Memorandum of Understanding on sending laborers to work abroad with Germany, Hungary, Israel...; improve the quality and efficiency of sending laborers to work abroad according to assigned agreements; expand coverage and develop subjects participating in social insurance and unemployment insurance; properly tasks on ensuring occupational safety and hygiene, building harmonious, stable and progressive labor relations in enterprises and management of foreign workers in Viet Nam. Organize the effective implementation of the Investment Project to build at least one million social housing apartments for low-income subjects and industrial park workers (period 2021-2030) once the project has been approved. Focus on implementing housing development programs in the National Housing Development Strategy for the 2021 – 2030 period, with a vision to 2045. Research, analyze and evaluate the phenomenon in which a part of the workforce do not return to work after the COVID-19 pandemic to formulate appropriate solutions.

d) Implement fully, promptly and effectively, ensuring publicity and transparency of preferential policies for people with meritorious services to the Revolution. Promote the payment of social security benefits (including pensions, social insurance benefits, social assistance, preferential allowances for people with meritorious services...) through postal service organizations. Properly perform the tasks on nurturing, caring for and nursing people with meritorious services to the Revolution; effectively implement the movements on "Repaying debts of gratitude", "Drink water, but remember the source", "communities should properly fulfill tasks to repay gratitude to war invalids, martyrs and people with meritorious services" in order to mobilize all resources in society and community to cooperate with the State to take better care of the material and spiritual life of people with meritorious services to the Revolution. Strengthen resource mobilization, provision of support, embellishment and upgrading of works recognizing contributions of martyrs.

dd) Properly implement policies on ethnicity, religion and belief. Accelerate the effective implementation of the three National Target Programs, strive to achieve targets on multidimensional and inclusive poverty reduction; research policies to encourage and leverage internal resources to rise out of poverty of the people and the community. Focus on effectively implementing projects, programs, strategies and regulations on socio-economic development in ethnic minority and mountainous areas. Formulate solutions to raise the people's intellectual level, create jobs and address the shortage of residential land, production land, housing, and domestic water among ethnic minorities and in mountainous areas. Effectively evaluate, review, formulate, improve and guide the application of ethnic minority policies and coordinate institutional building related to socio-economic development in ethnic minority and mountainous areas. Strengthen communication, administrative reform, and substantially remove difficulties and obstacles to ethnic affairs and ethnic policies. Continue to improve and develop an inclusive, comprehensive and diversified social security system and improve the accessibility of target groups, especially the disadvantaged and ethnic minorities.

e) Build a safe, friendly and healthy living environment to fully realize children's rights and ensure children's comprehensive development. Effectively implement policies and laws on child care, education and protection; proactively resolve problems for children and prevent and minimize risks causing harm to children; control and reduce the number of child abuse cases, child accidents and injuries, especially drowning, traffic accidents.

g) Pay attention to care and promote the role of the elderly; properly organize the implementation of the National Action Program on the elderly for the 2021 – 2030 period, the Program on health care for the elderly until 2030. Review, promptly amend and supplement regulations on regimes , policies for the elderly and support and specific instructions for the elderly to participate in health insurance for those who do not have health insurance cards.

h) Continue to study and improve the legal system and policies on gender equality. Effectively implement the National Strategy on Gender Equality for the 2021 – 2030 period;  Program to prevent and respond to gender-based violence for the 2021 – 2025 period, Communication program on gender equality to 2030, Program on "Strengthening the equal participation of women in leadership and management positions at all levels of policy-making in the 2021 – 2030 period". Strengthen the capacity of the state management apparatus on gender equality at all levels.

i) Fully, promptly and effectively implement social assistance policies for social protection beneficiaries, especially during the holidays, New Year and New Year's Eve. Provide timely support in terms of food, housing and essential necessities for people affected by natural disasters and epidemics; not to leave out objects and areas that need support.

9. Maintain independence, sovereignty, unity, territorial integrity, ensure national defense and security, political stability, social order and safety

a) Improve the capacity in conducting research and provision of forecast and strategic advice to the Party and the State on military and national defense. Consolidate and strengthen defense capacity; resolutely and persistently strive to firmly protect independence, sovereignty, unity and territorial integrity; maintain a peaceful and stable environment, ensuring political security, social order and safety.

Firmly grasp and assess the situation in a timely and accurate manner, absolutely avoid subjectiveness, passiveness or unalert, especially in the East Sea area, the border line and the Southwest sea, important and key strategic areas. Continue to effectively implement socio-economic development projects, schemes, programs and plans in association with consolidating national defense and security in 2023.

Continue to build and consolidate a strong all-people national defense, solid defense of military zones and defense zones at all levels. Concentrate on building a revolutionary, regular, elite army, and step-by-step modernize the people's army; give priority to the modernization of a few military services, branches, and forces; build a strong reserve force and a strong and widespread self-defense force. Actively develop combat readiness plans and tactics; regularly practice and organize standing forces to fight in the field in accordance with the situations. All levels and branches were requested to closely coordinate in defense work, promote synergy, effectively mobilize resources, properly implement the policy of closely combining defense and security with socio-economic development and combining socio-economic development with national defense and security in every area, region and the whole country.

Proactively respond to non-traditional security challenges, properly prepare forces, means, civil defense plans, prevent, combat and overcome consequences of natural disasters, catastrophes, epidemics, and environmental incidents, search and rescue. Improve the efficiency of bilateral and multilateral cooperation in national defense; strengthen cooperation with neighboring countries, major countries, strategic partners, ASEAN countries and traditional friends.

b) Actively grasp, analyze and closely forecast the situation of the world and the region, especially adjustments in policies of major countries... Promptly advise and promulgate appropriate guidelines and countermeasures to maintaining national sovereignty, interests and security, effectively serving tasks on country's socio-economic development and foreign affairs.

Focus on detecting, preventing and neutralizing plots, terrorist activities, sabotages, inciting demonstrations to disrupt security and order by hostile forces, reactionaries, and opposing forces. Properly fulfill tasks on protecting internal political security, ensuring information and communication security, network security, and economic security. Effectively settle disputes, lawsuits, strikes, and labor strikes, especially cases related to land, religion, and ethnicity, without allowing the enemy to take advantage of them, and prevent formation of hot spots on security and order. Ensure security and order in strategic areas of the Northwest, Central Highlands and South West.

Deploy solutions to control and reduce the number of crimes against social order. Focus on effectively combating corruption, economic and smuggling crimes, speeding up the investigation of cases monitored and directed by the Central Steering Committee for Anti-corruption. Continue to carry out effective fight against key criminal and drug subjects. Focus on strongly and drastically repressing crimes and social evils, especially crimes of fraud and appropriation of properties; gambling crimes, criminal activities of mobile gangs, "black credit" gangs, debt collection and shark loan, "street criminals", human trafficking crimes; cross-border drug trafficking and transportation lines, drug-related complexities; especially acts of taking advantage of epidemics, natural disasters, storms and floods for personal gains. Open focus attacks to ambush, suppress and hunt criminals.

Strengthen the effectiveness and efficiency of the state management of security and order, especially the management of foreigners, weapons, explosives and supporting tools. Synchronously deploy solutions to ensure traffic order and safety, prevent fire and fighting, and support search and rescue; curb the increase in traffic accidents and fires, reduce the number of particularly serious traffic accidents and large fires and explosions. Resolve traffic jams on main traffic axes, key traffic hubs, and large urban areas. Focus on effectively implementing Resolution No. 12-NQ/TW dated March 16, 2022 of the Politburo on promoting the development of a truly clean, strong and regular People's Public Security force by 2030 which is elite and modern to meet mission requirements in the new situation.

10. Implement synchronously, comprehensively and effectively foreign affairs activities, international integration, maintain a peaceful and stable environment for the country's development and enhance Viet Nam's position and prestige in the international arena

a) Thoroughly grasp and implement the Party's foreign policy, taking advantage of all favorable conditions and external resources to accumulate internal resources and raise the country's position. Effectively implement the high-level foreign affairs program in 2023. Continue to bring relations with neighboring countries, major countries, strategic partners, comprehensive partners, traditional friends and other important partners in deeper and more substantive quality, increasing political trust and mutual interests. Step up and raise the level of multilateral external relations to for proactive international integration in a comprehensive, deep, and effective manner in association with consolidating and building an independent and self-reliant economy. Effectively implement Viet Nam's plan to host high-level multilateral conferences by 2030; strengthen ASEAN solidarity and centrality; properly fulfill Viet Nam's roles in the position of Vice President of the 77th United Nations General Assembly, a member of the United Nations Human Rights Council, and a co-chair of the OECD Southeast Asia Program; strengthen cooperation with countries in the region and partners for the sustainable development of the Mekong sub-region. Continue to closely monitor the situation at sea and synchronously deploy measures both in practical context and diplomatic arenas; actively contribute with ASEAN to negotiations to build an effective and substantive COC in accordance with international law, including UNCLOS 1982. Properly implement land border management in accordance with signed legal documents, and promptly handle arising problems.

b) Promote economic diplomacy in service of national development following Directive No. 15-CT/TW dated August 10, 2022 of the Secretariat. Strengthen monitoring of the domestic and global economic situation to promptly recommend appropriate and necessary high-level external activities to promote economic development and ensure macroeconomic stability. Continue to effectively implement signed FTAs, effectively and selectively participate in international economic links. Urge the implementation of agreements and commitments with partners; promote the removal of obstacles in economic relations with other countries. Closely combine cultural diplomacy and communication on foreign affairs information. Promote people-to-people exchanges and cultural cooperation with other countries. Continue to innovate and effectively protect overseas Vietnamese workers and citizens. Enhance the coordination effectiveness between Party diplomacy, State diplomacy, National Assembly diplomacy and people's diplomacy; step up the building of a comprehensive and modern diplomacy.

11. Step up information and communication; improve the efficiency of mass mobilization to create social consensus

Promote policy communication from the central to local levels; foster information and communication to improve efficiency and people's consensus, focus on communicating the Party's guidelines and instructions, the State's policies and laws and major events of the country. Communicate and orient good models and examples of good people and good deeds, new and effective ways to do things, contributing to inspiring and creating trust among citizens e, businesses, and the market; promptly counter, correct and fight against false claims; destroy and remove malicious and untrue information; step by step create a digital culture.

Strengthen and renew press management; build a professional, humane and modern journalistic workforce, formulate solutions to support the development of journalism, and promptly correct mistakes in the field of journalism and publishing. Improve the efficiency of mass mobilization, properly implement principles of grassroots democracy, further promote the role of the Viet Nam Fatherland Front and its member organizations, social organizations, People's unions, contribute to creating social consensus and strengthening the great unity bloc of the whole nation.

III. ORGANIZATION OF IMPLEMENTATION

1. Ministers, Heads of ministerial-level agencies, Governmental agencies, Chairmen of People's Committees of provinces and centrally run cities shall:

a) Make the most of the positive aspects and achieved results, make efforts to overcome the limitations and inadequacies in all fields; according to assigned functions and tasks, seriously, quickly, effectively, practically and comprehensively implement tasks and solutions set out in Conclusion No. 42-KL/TW dated October 20, 2022 of the Sixth Plenum of the 13th Central Committee, Resolution No. 68/2022/QH15 dated November 10, 2022 of the National Assembly on the Socio-Economic Development Plan, the 2023 state budget estimate, other Resolutions of the Party and the National Assembly, and the tasks and solutions stated in this Resolution; promptly handle arising problems, creating clear changes right from the beginning of the year; take full responsibility before the Government and the Prime Minister for the implementation results of their respective ministries, branches and localities.

b) Before January 20, 2023, develop and promulgate programs, action plans and specific documents of ministries, branches and localities to implement this Resolution; in which clearly and fully define objectives and tasks (including leading and coordinating tasks with relevant agencies in the implementation organization), implementation progress and assignment of the lead units, and send them to the Ministry of Planning and Investment for synthesis and reporting at the regular Government meeting in January 2023.

c) Ministries, ministerial-level agencies and agencies attached to the Government shall actively monitor domestic and international developments, improve their capacity, strengthen analysis, assessment and forecast, formulate timely solutions, comprehensively and synchronously take advantage of opportunities and advantages, minimize negative impacts on the economy, production and business of enterprises and people's lives; strengthen digital transformation, timely and accurately carry out tasks on statistics and reporting; quarterly, update the development scenario of sectors or fields under their respective management authority, send them to the Ministry of Planning and Investment to synthesize and update on the general growth scenario of the whole country in Appendix II.

d) Regularly monitor, examine and supervise the progress and implementation results of assigned targets and tasks; quarterly, summarize and evaluate the implementation of the targets in Annexes I, III, IV and tasks in Appendix V, and send it to the Ministry of Planning and Investment before the 20th of the last month of each quarter for synthesis and reporting to the Government.

dd) Summarize and evaluate the implementation of this Resolution within the scope of assigned functions and tasks, and prepare contents for formulation of the Government's Resolution for 2024, and send it to the Ministry of Planning and Investment before the November 20, 2023 for synthesis and reporting to the Government at the Government meeting in December 2023.

2. Ministries and agencies in charge of monitoring macro-economic fields shall be responsible for closely and effectively coordinating in advising and proposing specific solutions and measures for macroeconomic management and promptly report to the Government and the Prime Minister any problems arising during the implementation process. The Ministry of Planning and Investment shall assume the prime responsibility for, and coordinate with the Government Office and relevant agencies in urging, monitoring and inspecting the implementation of this Resolution.

3. The Ministry of Information and Communications shall assume the prime responsibility for and coordinate with the Central Committee for communication and training news agencies, press agencies, central and local ministries, branches and localities in organizing the dissemination and communication of this Resolution for implementation organization.
