The number of the Cabinet's ministries and ministerial agencies was reduced to 17 from previously 25 while the number of localities was slashed to 34 from previously 63.
District-level administration system was dissolved and commune-level administrative units were cut from 10,035 to 3,321, equivalent to a 67 percent reduction.
