The Prime Minister expressed his deep concern over the current developments of the conflict in the Middle East and its serious impacts on the global economy, including Viet Nam.
Given the context, both countries need to strengthen solidarity to build collective strength and work together to mobilize resources to overcome shared difficulties and challenges.
The Prime Minister called on Angola to provide additional crude oil and natural gas to Viet Nam, suggesting that the two sides join hands to promote the early implementation of the Memorandum of Understanding on cooperation in the oil and gas sector between the PetroVietnam Exploration Production Corporation (PVEP) and Angola's oil and gas exploration and production company Sonangol E&P, as well as support the oil and gas exploitation activities of Viet Nam's Xuan Thien Group.
Pham proposed that the two countries continue to coordinate closely to effectively implement the commitments and agreements reached during the State visit to Angola by President Luong Cuong in August 2025, particularly in areas of mutual strength such as trade, investment, agriculture, mining, and energy security, with the goal of raising bilateral trade turnover to US$1 billion in the near future.
The Vietnamese leader urged both sides to speed up the implementation of existing cooperation mechanisms such as the Intergovernmental Committee and the political consultation mechanism between the two Ministries of Foreign Affairs, and soon conclude negotiations toward the signing of an agreement on investment promotion and protection and an agreement on the avoidance of double taxation.
He expressed his hope that Angola, with its prestige and position within the African Union (AU), would actively support Viet Nam in strengthening substantive relations with the bloc, particularly in priority areas under the Agenda 2063 framework such as peacekeeping, agriculture, healthcare, education, and digital transformation.
Viet Nam stands ready to assist Angola in promoting its relations with ASEAN countries, reiterated Pham.
Angolan President Lourenço, for his part, hailed the strong friendship and cooperation with Viet Nam.
The President expressed his hope that the two countries would continue to enhance exchanges of delegations between their governments and business communities, thereby further deepening their multifaceted cooperation and effectively implementing the agreements and commitments reached by their leaders.
He vowed to strengthen energy cooperation between the two countries in the coming period as proposed by the Vietnamese Prime Minister./.
