Prime Minister meets world leaders on sidelines of G20 Summit in Brazil

VGP - Prime Minister Pham Minh Chinh had meetings with leaders of several countries, including those from China, the U.S., India, Japan and South Korea, on the sidelines of the G20 Summit in Rio de Janeiro, Brazil, on November 18 (local time).

At these meetings, Pham affirmed that Viet Nam expects to further strengthen cooperation with other countries and international organizations in   a deeper and more substantive fashion.

Leaders of countries and international organizations hailed Viet Nam's socio-economic achievements, as well as its role and position on the international stage.

They affirmed their commitment to further promoting multifaceted cooperation with Viet Nam and expressed a hope to visit the country soon.

During his meeting with General Secretary and President of China Xi Jinping, Pham reiterated that Viet Nam sees developing the cooperation ties and friendship with China as a strategic choice and a top priority in its foreign policy of independence, self-reliance, diversification and multilateralisation of external relations.

He expressed his hope that both sides would continue to closely coordinate in implementing high-level perceptions and joint statements, as well as agreements signed during the recent high-level visits.

Xi recalled his meeting with Vietnamese President Luong Cuong at the 2024 Asia-Pacific Economic Cooperation (APEC) Economic Leaders' Week in Lima, Peru from November 12–16 and underlined the necessity of maintaining regular high-level exchanges, demonstrating their close and trustworthy relationship.

He highly valued the fruitful achievements of cooperation between the two governments in the past time, saying he wants more practical measures to enhance the effective implementation of agreements and common perceptions between the two sides, focusing on strengthening substantive cooperation, particularly in the construction of three railway lines connecting the two countries.

He expected that both sides would continue to support and promote coordination at multilateral forums and extended his invitations to senior Vietnamese leaders to visit China at a convenient time.

At the meeting with U.S. President Joe Biden, the Vietnamese Prime Minister expressed gratitude for the President's support of the development of Viet Nam-U.S. relations, hoping that Biden will continue making contributions to bilateral ties regardless of his future role.

Biden said the Vietnamese Prime Minister is a good friend of the U.S. and expressed his delighted to meet the Vietnamese leader, noting that during his tenure, the two countries elevated their ties to a comprehensive strategic partnership.

He reiterated his unwavering support for the continuous development of U.S.-Viet Nam relations.

During his meeting with Indian Prime Minister Narendra Modi, Pham proposed three priority orientations to promote the Viet Nam–India comprehensive strategic partnership in a more effective fashion, one of which is to encourage Indian investments in Viet Nam’s strategic sectors like transport, logistics, advanced technology and renewable energy.

Secondly, Pham called for strengthening business-to-business connections and business-to-government dialogues to explore cooperation opportunities and address existing issues.

Thirdly, he emphasized the need to enhance people-to-people exchanges to foster closer ties.

Pham invited Prime Minister Modi to visit Viet Nam and attend the Partnering for Green Growth and the Global Goals 2030 (P4G) Summit in Ha Noi in 2025.

Modi highlighted Viet Nam's significance in India's foreign policy and said he will consider visiting Viet Nam in the coming year.

In his exchange with Japanese Prime Minister Ishiba Shigeru, Pham recommended Viet Nam and Japan should continue consolidating friendship and political trust between their leaders and peoples via regular high-level and all-level visits.

He sought continued new-generation Official Development Assistance (ODA) loans from the Japanese government and better living and working conditions for the Vietnamese community in Japan.

In response, Prime Minister Shigeru agreed to further deepen comprehensive cooperation in politics, economics, trade, and investment, and committed to creating favorable conditions for the Vietnamese community living and working in Japan.

In his meeting with South Korean President Yoon Suk Yeol, Pham suggested both countries promote all-level delegation exchanges to strengthen bilateral ties.

He proposed South Korea continue to provide large-scale ODA  for Viet Nam to develop  infrastructures and cope with climate change.

The two nations should step up economic and trade cooperation, aiming to reach a trade turnover of US$100 billion by 2025 and US$150 billion by 2030, said the Vietnamese leader.

Consenting with the Vietnamese Prime Minister's proposals, the South Korea President expressed his willingness to welcome senior Vietnamese leaders to visit South Korea in 2025.

He also pledged to direct relevant agencies to actively work with Viet Nam in implementing the agreements reached during recent high-level visits.

Meeting with Indonesian President Prabowo Subianto, Pham congratulated him on his election as the President of Indonesia for the 2024-2029 tenure. 

The Vietnamese leader expected that Viet Nam and Indonesia will upgrade their strategic partnership in 2025, marking 70 years of diplomatic ties, and bring bilateral trade to US$18 billion. The two sides should focus on fostering business exchanges and investment opportunities, particularly in the Halal market.

President Subianto agreed with the proposals and expressed Indonesia’s wish to upgrade ties with Viet Nam, suggesting strengthening bilateral and multilateral cooperation to address regional and global challenges.

Meeting with French President Emmanuel Macron, the two leaders expressed their satisfaction over the results of Vietnamese General Secretary To Lam’s recent official visit to France, during which the bilateral relationship was elevated to a comprehensive strategic partnership. The two leaders stressed the need to continue exchanges and concretise cooperation mechanisms and agreements in all fields.

Pham praised France’s role and global initiatives on climate change, while President Macron expressed his hope to deepen cooperation in digital transformation and artificial intelligence (AI).

In his meeting with German Chancellor Olaf Scholz, the two leaders discussed measures to elevate bilateral relations to a new height and address regional and international issues of common interest. They suggested ways to contribute positively to maintaining peace, stability, cooperation, and development in the region and the world.

In his meeting with United Nations Secretary-General António Guterres, Pham spoke highly the role of the Secretary-General and the UN agencies in maintaining peace and stability, narrowing gaps, and promoting global development.

The Prime Minister expressed gratitude for the valuable cooperation and support of the UN for Viet Nam's development process over the past 40 years.

He affirmed that Viet Nam values and advocates the central role of the UN in global governance.

Guterres congratulated Viet Nam on its socio-economic development achievements and described Viet Nam as a model of peace and sustainable development, and a bright spot in international relations that other countries should learn from.

In his meeting with President of the European Commission (EC) Ursula von der Leyen, Pham congratulated Ursula von der Leyen on her re-election as President of the EC and expressed gratitude for the EU’s assistance to help Viet Nam overcome consequences of Typhoon Yagi.

To further strengthen EU-Viet Nam relations, the Vietnamese leader underlined the necessity of increasing delegation exchanges, especially high-level visits.

He suggested focusing on resolving issues in bilateral relations, including the EC's removal of the "yellow card" on illegal, unreported, and unregulated (IUU) fishing against Viet Nam.

The Vietnamese leader suggested the EU encourage the remaining nine member states to promptly ratify the Viet Nam-EU Investment Protection Agreement (EVIPA), as well as continue to maintain ODA and provide financial and technical support to help Viet Nam adapt to new EU regulations on sustainable development.

Additionally, Viet Nam seeks support in terms of capital, technology, and human resources training to effectively implement the Political Declaration establishing a Just Energy Transition Partnership (JETP).

The EC President agreed with the proposals and emphasised the need to enhance economic, trade and investment cooperation and optimise the EU-Viet Nam Free Trade Agreement (EVFTA). 

She suggested the two sides strengthen collaboration to promote the efficiency of ASEAN-EU cooperation. She expressed her hope that Viet Nam will support the EU's initiatives on peace, stability, and development cooperation in the Asia-Pacific and Indian Ocean regions.

On this occasion, Pham invited Ursula von der Leyen to make an official visit to Viet Nam and attend the 4th P4G Summit, which will be hosted by Viet Nam from April 14-17, 2025.

Besides, the Vietnamese leader also had positive and constructive discussions with leaders of Malaysia, the UK, Italy, Turkey, Portugal, Mexico, South Africa, Angola, Tanzania, Qatar, Saudi Arabia, and key international organisations, including the UN Trade and Development Agency, the World Trade Organisation (WTO), the International Monetary Fund (IMF), the World Bank (WB), and the Asian Infrastructure Investment Bank (AIIB)./.
