First of all, he appreciated the high determination of leaders of ministries, agencies and localities in accelerating the delivery of online public services.
Secondly, Pham hailed positive changes in the attitude and actions of authorities at all levels toward improving the quality of online public services. The satisfaction rate rose from 90 percent in 2022 to 93 percent in August 2024.
Viet Nam ranks 76 out of 193 countries in terms of online services index, up five places compared to 2020, according to the United Nations' assessment.
Third, institutions, mechanisms and policies for digital transformation have been improved constantly. The National Assembly approved the Law on E-transactions while the Government has issued six decrees and ministries and agencies have promulgated four circulars on online public service delivery.
Fourth, ministries, agencies and localities have continued to cut and simplify administrative procedures and business regulations. The quantity and quality of online public services have increased.
From 2021, nearly 3,000 business regulations have been abolished or simplified and nearly 700 administrative procedures have been decentralized to local levels. To date, 4,400 online public services are available on the National Public Service Portal, accounting for 70 percent of the country's total administrative procedures.
The rate of eligible public services delivered online increased to 51.5 percent in August this year from 28 percent in 2021.
Fifth, state agencies have stepped up investment in developing digital infrastructure and digital platforms.
Sixth, central agencies have fostered the building and sharing national databases and sectoral databases.
The national database on population has been connected and shared among 18 ministries and 63 localities.
Seventh, the Government chief welcomed the efforts made by several ministries such as the Ministry of Public Security, Ministry of Finance, Ministry Industry and Trade and several localities like Da Nang, Quang Ninh, Ca Mau, Tay Ninh in innovating and introducing new solutions to the delivery of online public services.
Eighth, the Prime Minister lauded the efforts by subordinate levels in deploying the ASEAN Single Window which connects and integrates the National Single Window of each ASEAN Member States.
Currently Viet Nam exchanges customs declaration forms with eight ASEAN Member States, creating premises for exchanging this kind of e-documents with South Korea, the Russian Federation and New Zealand.
About 250 administrative procedures of 13 ministries and central agencies are now available on the National Single Window. More than 70,000 enterprises use the National Single Window to save time and costs for customs clearance.
Regarding future orientations, Prime Minister Pham emphasized that digital transformation plays a critically important role in transforming governance.
The overall goal is to further cut compliance costs and time required to process online administrative procedures in order to better serve the people and businesses, Pham stressed.
He urged authorities at all levels to further boost decentralization, further simplify administrative procedures and strengthen the connection and sharing of databases, increase investments in digital infrastructure development, and enhance digital human resource development./
