Pham made the call while addressing a high-level session on environment, COP30 and global health held on Monday as part of the BRICS Summit 2025 in Rio de Janeiro.

Pham emphasized the principle of common but differentiated responsibilities, fairness and justice in addressing environmental and health challenges, in line with each country's historical context, development level, and resources. He called on developed nations to honor commitments on finance, technology transfer, and human resources training.

Pham pointed to the need to mobilize sufficient and sustainable resources to realize climate and health goals. He affirmed that the Government of Viet Nam supports the priorities at the COP30 put forward by Brazil and underscored the need for breakthroughs for climate finance at the COP30.

Pham also emphasized the need maximize the role of science, technology, and innovation in environmental protection and healthcare. He called for stronger international cooperation in developing green technologies, digital infrastructure, and knowledge-sharing to narrow development gaps.

The Government chief underlined the need to promote substantive and effective reforms of global governance institutions on environment, climate and health; uphold the central role of the United Nations and multilateral cooperation; enhance the involvement of regional and international cooperation mechanisms to ensure that global commitment on climate and health are implemented fairly, transparently, and effectively.

Pham reiterated that protection of the environment and public health must form the foundation of all national development policies, saying that this is not only a strategic choice but a historic imperative.

He reaffirmed Viet Nam's strong determination and commitment to reaching net-zero emissions by 2050 and its readiness to make active and responsible contributions at global environmental and health cooperation mechanisms./.
