General Secretary To Lam delivers opening remarks at the 12th plenum of the 13th Communist Party of Viet Nam Central Committee, Ha Noi, July 18, 2025

In his opening remarks, General Secretary To Lam urged the participants to conduct objective and comprehensive evaluation of achievements and shortcomings since the 13th National Party Congress and draw profound lessons from enforcement of the Party's resolutions.

He also urged the participants to evaluate the renewal process over the past 40 years to lay foundation for continued renewal and identify the overall targets and strategic breakthroughs for the next period.

The participants will discuss ways to improve the national legislation system following the merger of localities and creation of two-tier local administration system, and performance of the two-tier local administration system.

They will also comment on the draft Political Report, Socio-economic Report and Party-building Report to be submitted to the 14th National Party Congress scheduled to take place early next year./.
