The program aims to back 10% of poor districts, 50% of extreme difficult communes in coastal and island areas and 30% of communes in ethnic minority and mountainous areas to get out of poverty.
It targets to raise average income per capita for poor households nationwide to 1.6 times more than the late 2011, and especially to 2.5 times in poor districts, communes, villages especially in ethnic minorities and mountainous areas.
Under the program, the ratio of poor households will be reduced by 2% annually nationwide and 4% in poor districts and communes.
Policies on poverty reduction will be enacted to improve the living conditions for the poor, firstly in the fields of healthcare, education, culture, water as well as housing.
The program will upgrade socio-economic infrastructure in extremely poor areas./.
