In his oath-taking remarks, Prime Minister Le Minh Hung promised to build a modern Government to serve the people. He said the Cabinet will give the highest priority to building and improving institutions through reviewing, amending and supplementing legal regulations, cutting administrative procedures, removing bottlenecks, and unlocking all resources for national development.

The Government will focus on building a State apparatus that is streamlined, lean, strong, efficient and effective. Each Cabinet members must match words and actions, perform their duties with modern governance mindset, stay proactively and flexibly in all situations.

Le reiterated his commitment to make the highest determination and efforts to achieve high and sustainable growth.

The Government regards the development of science and technology, innovation, and national digital transformation as the breakthrough of top importance, which serves as the key driving force to rapidly advance the development of modern production forces, improve productivity, competitiveness, strategic autonomy, and create new driving forces for growth.

He committed to continue promoting the development of comprehensive and modern infrastructure system; accelerate green transition, and proactively respond to climate change.

Le also pledged to promote the development of State economy to ensure its leading role of the national economy; turn private economy into one of the most important drivers; ensure all localities, businesses, and citizens to have chances to contribute to and benefit equitably from national development.

The Government investment in humans is the most sustainable investment for the future. From this perspective, the Government will increase investment in innovating eduation and training, develop high-quality human resources, attract and retain talents. At the same time, the Government will also enhance public healthcare capacity right from grassroots levels, ensure all people can access to quality medical services, and effectively implement social welfare policies to ensure that no one is left behind.

He promosed to promote cultural development as a fundamental pillar and intrinsic strength of the nation, while reinforcing national defence and security.

The Government commits to consistently pursue the foreign policy of independence and self-reliance, promote economic and technological diplomacy to further elevate Viet Nam's standing on the international arena.

The Prime Minister promised to ensure the smooth and effective operation of the two-tier administration system introduced since July 1, 2025; continue to accelerate decentralization and delegation of authority in tandem with appropriate allocation of resources.

The Government will shift from an administrative management approach to a service-oriented administration that facilitates development and better serves people and businesses, he said.

Le promised that the Government will coordinate closely, substantively and effectively with Party agencies in institutionalizing and implementing the guidelines and policies of the Party; with the National Assembly in building institutions; with the Viet Nam Fatherland Front and socio-political organizations in grasping people's aspirations; and with localities in removing barriers, unlocking resources and creating new development drivers.

Last but not least, Le promised to build a Government that is incorruptible, disciplined, steadfast and responsible as rapid develoment requires clean apparatus, integrity among officials and strict administrative discipline.

The Government commits to acting with the highest determination, placing national interests and people's happiness above all; stepping up efforts to combat corruption, wastefulness and negative phenomena; tightening discipline and administrative order; enhancing the accountability of leaders and strengthening power control mechanisms.

The Prime Minister pledged to strictly handle acts of avoidance or indifference to the difficulties faced by people and businesses, while effectively implementing mechanisms to encourage and protect officials who dare to think, act and take responsibility for the common good./.
