Management areas of nine Deputy Prime Ministers

Deputy Prime Minister Nguyen Hoa Binh

a) To act as Permanent Deputy Prime Minister

b) To oversee and direct the Government Inspectorate and the Government Office.

c) To oversee and direct the following areas:

- Crime prevention and combat

- Anti-corruption, inspection, and settlement of complaints and denunciations

- Special amnesty

- Judicial reform, coordination between the Government and the Supreme People's Court and the Supreme People's Procuracy.

- Issues concerning international financial centers in Viet Nam

- Addressing and removing obstacles related to long-delayed projects nationwide (including the handling of slow-progress and inefficient projects and enterprises under the Ministry of Industry and Trade, which are supervised and directed by Deputy Prime Minister Ho Duc Phoc).

- To approve investment policies for investment projects in assigned management areas

d) To act as Head of the Central Steering Committee for National Target Programs for 2021-2025 period; Head of Steering Committee on the settlement of difficulties and obstacles in stagnant projects; Chairman of National Councils/Committees for Appraisal of Sectoral Planning Schemes under assigned management areas

dd) To perform other tasks in the absence of the Prime Minister and assigned by the Prime Minister.

Deputy Prime Minister Le Thanh Long

a) To oversee and direct the Ministry of Education and Training and the Ministry of Health

b) To oversee and direct the following areas:

- Education and vocational training

- Social affairs; drug rehabilitation management; implementation of the National Target Program on Drug Prevention and Control through 2030

- Healthcare, population, family and children affairs

- To approve investment policies for investment projects in assigned management areas

c) To act as Chairman of National Council for Education and Human Resource Development, Chairman of Central Council for Defense-Security Education; Chairman of National Committee for AIDS, Drug and Prostitution Prevention and Control; Head of Central Inter-disciplinary Steering Committee on Food Safety; and Chairman of National Councils/Committees for Appraisal of Sectoral Planning Schemes under assigned management areas.

d) To perform other tasks assigned by the Prime Minister.

Deputy Prime Minister Pham Thi Thanh Tra

a) To oversee and direct the Ministry of Home Affairs

b) To oversee and direct the following areas:

- Emulation and commendation, and administrative reform

- Labor, employment, people with meritorious services, and gender equality

- To approve investment policies for investment projects in assigned management areas

c) To act as Chairperson of relevant national councils and committees; Head of steering committees; and Chairperson of sectoral planning appraisal councils

d) To perform other tasks assigned by the Prime Minister.

Deputy Prime Minister Ho Quoc Dung

a) To oversee and direct the Ministry of Justice

b) To oversee and direct the following areas:

- Institutional building, building of law-governed socialist State

- International dispute settlement

- To approve investment policies for investment projects in assigned management areas

c) To act as Chairman of relevant national councils and committees; Head of steering committees; and Chairperson of sectoral planning appraisal councils

d) To perform other tasks assigned by the Prime Minister

Deputy Prime Minister Bui Thanh Son

a) Deputy Prime Minister Bui Thanh Son is in charge of overseeing and directing sectors, ministries, agencies, and tasks as stipulated in the Prime Minister's Decision No. 401/QD-TTg dated February 25, 2025 (Points b, c, d, dd, Clause 6, Article 2), including:

b) To oversee and direct the Ministry of Foreign Affairs and the Ministry of Industry and Trade

c) To oversee and direct the following areas:

- Foreign affairs and diplomacy

- Official development assistance (ODA) and concessional loans

- International integration; negotiations and implementation of bilateral and multilateral commitments

- Viet Nam's relations with regional and international organizations

- Border affairs, East Sea-island affairs

- Overseas Vietnamese affairs

- Human rights affairs

- Prevention and control of smuggling and trade fraud

- Industry, trade, exports and imports; oil and gas reserve and supply; logistics service.

- Energy and energy savings

- To approve investment policies for investment projects in assigned management areas

d) To act as Chairman of Viet Nam-China Steering Committee for Bilateral Cooperation; Head of State Steering Committee for Land Border Demarcation and Marker Planting; Head of Steering Committee for Human Rights; Head of the State Steering Committee for key national programs, works, projects in energy sector; Head of the National Steering Committee on the Prevention and Control of Smuggling, Trade Fraud and Counterfeit Goods; Chairman of relevant national councils and committees; Head of steering committees; and Chairperson of sectoral planning appraisal councils

dd) To perform other tasks assigned by the Prime Minister

Deputy Prime Ministers of Tran Hong Ha, Ho Duc Phoc, Nguyen Chi Dung and Mai Van Chinh are in charge of overseeing and directing sectors, ministries, agencies, and tasks as stipulated in the Prime Minister's Decision No. 401/QD-TTg dated February 25, 2025.

Deputy Prime Minister Tran Hong Ha

Deputy Prime Ministers of Tran Hong Ha is responsible for overseeing and directing sectors, ministries, agencies, and tasks as stipulated in the Prime Minister's Decision No. 401/QD-TTg dated February 25, 2025.

a) To oversee and direct the Ministry of Construction and the Ministry of Agriculture and Environment

b) To oversee and direct the following areas:

- Transport, traffic order and safety

- Construction

- Natural resources and environment, climate change

- Agriculture and rural development; flood and storm prevention and control, search and rescue

- Poverty reduction

- Key national projects/works in the assigned management areas

- Economic zones, industrial zones, export processing zones

- General mechanisms and policies on bidding (settlement of tasks related to bidding in specialized sectors under the direction of the Deputy Prime Ministers in charge of those respective areas)

- Implementation of the National Target Program on Sustainable Poverty Reduction for the 2021–2025 period and the National Target Program on New Rural Development for the 2021–2025 period

- To approve investment policies for investment projects in assigned management areas

c) To act as Chairman of National Council on Water Resources; Chairman of Viet Nam-Russia Inter-governmental Sub-committee; Chairman of National Civil Aviation Security Committee; Chairman of Viet Nam Mekong Commission; Chairman of the Central Steering Committees for national target programs Head of the Central Steering Committee for three National Target Programs on new-style rural development, sustainable poverty reduction for 2021-2025 period, and socio-economic development in ethnic and mountainous areas, Head of the Central Steering Committee for housing and real estate market, Head of Central Steering Committee for Natural Disaster Prevention and Control, Head of National Steering Committee for green growth

d) To perform other tasks assigned by the Prime Minister.

Deputy Prime Minister Ho Duc Phoc

Deputy Prime Minister Ho Duc Phoc is responsible for overseeing and directing sectors, ministries, agencies, and tasks as stipulated in the Prime Minister's Decision No. 401/QD-TTg dated February 25, 2025 including:

a) To oversee and direct the Ministry of Finance, the State Bank of Viet Nam, Viet Nam Bank for Social Policies (VBSP), the Viet Nam Development Bank and the Deposit Insurance of Viet Nam

b) To oversee and direct the following areas:

- Planning and investment, forecast and macroeconomic management policies

- Finance, pricing, monetary-banking, capital market, stock market, financial investment sources, State reserves

- State budget expenditures and use of State budget reserves, financial reserve fund, foreign exchange reserve fund, and other funds of the State; issuance of Government debentures and bonds

- Salary and social insurance policies

- Rearrangement and innovation of State enterprises

- General mechanisms and policies on public asset management (settlement of tasks related to the management of public assets in specialized sectors under the direction of the Deputy Prime Ministers in charge of those respective areas)

- To approve investment policies for investment projects in assigned management areas

c) To act as Chairman of the National Advisory Council for Financial and Monetary Policies; Chairman of the National Steering Committee for ASEAN Single Window; National Single Window and Trade Facilitation; Chairman of National Council for Sustainable Development; Head of the national committee for reforming wage policy, social insurance, and benefits for people with meritorious services; Head of the Steering Committee for Development and Renewal of Enterprises; Head of the Steering Committee for Settlement of Shortcomings and Weaknesses of Several Inefficient Projects and Enterprises of the Industry and Trade Sector, Head of relevant national councils and committees; Head of steering committees; and Chairperson of sectoral planning appraisal councils

d) To perform other tasks assigned by the Prime Minister

Deputy Prime Minister Nguyen Chi Dung

Deputy Prime Minister Nguyen Chi Dung is responsible for overseeing and directing sectors, ministries, agencies, and tasks as stipulated in the Prime Minister's Decision No. 401/QD-TTg dated February 25, 2025 including:

a) To oversee and direct the Ministry of Science and Technology, the Viet Nam Academy of Science and Technology, and the Viet Nam Academy of Social Sciences

b) To oversee and direct the following areas:

- Science and technology, innovation, and digital transformation

- Development of enterprises; collective economy and co-operatives

- Foreign direct investment (FDI), outbound investment

- Semiconductor, artificial intelligence industries

- National planning, regional planning, and provincial planning

- To approve investment policies; direct, inspect and handle issues arising in projects under his assigned management areas

c) To act as Chairman of the National Planning Council; Head of the Steering Committee for Collective Economy and Co-operatives Innovation and Development; in charge of the Viet Nam-Laos Inter-governmental Committee; Chairman of other national councils and committees under his assigned management areas

d) To assist the Prime Minister in monitoring, directing, and administering the implementation of tasks and activities of the Socio-Economic Sub-Committee for the 14th National Party Congress.

dd) To assist the Prime Minister in developing the innovation ecosystem nationwide and abroad

e) To perform other tasks assigned by the Prime Minister

Deputy Prime Minister Mai Van Chinh

Deputy Prime Minister Mai Van Chinh is in charge of overseeing and directing sectors, ministries, agencies, and tasks as stipulated in the Prime Minister's Decision No. 401/QD-TTg dated February 25, 2025 including:

a) To oversee and direct: The Ministry of Ethnic Minorities and Religions, and the Ministry of Culture, Sports and Tourism

b) To oversee and direct the following areas:

- Ethnic minorities, religions

- Culture, tourism, sports

- Communication, media, publication

- National Target Program for socio-economic development in ethnic minority and mountainous areas for 2021-2030, National Target Program for Cultural Development for the period 2025-2025

- To approve investment policies; direct, inspect and handle issues arising in projects under his assigned management areas

c) To act as Head of the State Steering Committee for Tourism; Chairman of other national councils and committees under his assigned management areas

d) To perform other tasks assigned by the Prime Minister.

Last Saturday, legislators confirmed Pham Thi Thanh Tra and Ho Quoc Dung as new Deputy Prime Ministers for the 2021-2026 tenure. 

The appointment of Pham Thi Thanh Tra marks a historic milestone, as she becomes Viet Nam’s first female Deputy Prime Minister. The legislature also approved the appointment of Le Hoai Trung as Minister of Foreign Affairs, Tran Duc Thang as Minister of Agriculture and Environment, and Do Thanh Binh as Minister of Home Affairs./.
