Updating: Major socio-economic development targets of 34 provinces and cities

Phu Tho province

The Party Congress of Phu Tho province took place on September 29-30, 2025.

During the Party Congress, the Politburo announced its decision to assign Mr. Truong Quoc Huy, former Secretary of the Ninh Binh Provincial Party Committee, as Secretary of the Phu Tho Provincial Party Committee for the 2025-2030 tenure.

The Party Congress adopted a resolution envisaging major targets for the 2025-2030 period:

Average GRDP growth target: 11-12 percent annually. GRDP per capita is expected to reach VND220-230 million.

Contribution of the total factor productivity to GRDP growth is expected to increase to about 55-60 percent.

Share of digital economy in GRDP is expected to increase to 30 percent by 2030.

Average growth rate of private sector is expected to reach 12 percent per year.

Urbanization rate is expected to reach 35-40 percent by 2030.

Average life expectancy is projected to reach 76.

Human development index is expected to reach 0.78 by 2030.

Rate of trained workforce is projected to reach between 80-85 percent.

Unemployment rate is expected at about 0.9 percent to 1.1 percent.

Number of hospital beds and doctors per 10,000 people is projected to respectively reach 50 and 19.

There will be no poor households according to multidimensional poverty standard.

Clean water supply rate is expected to reach 100 percent by 2030.

Rate of solid waste collection and treatment is expected to reach 100 percent in urban areas and over 85 percent in rural areas.

All industrial parks and clusters will have centralized wastewater treatment systems.

Forest coverage rate will be maintained at 42.5 percent.

Quang Ninh province

The Party Congress of Quang Ninh province took place on September 25-27, 2025.

Vu Dai Thang, Secretary of the Quang Ninh Provincial Party Committee for the 2020-2025 tenure was relected as Secretary of the Quang Ninh Provincial Party Committee for the 2025-2030 tenure.

The Party Congress adopted a resolution figuring out major targets for the 2025-2030 period:

Average GRDP growth target: 12 percent annually.

GRDP per capita is expected to reach USE$20,000 by 2030.

Share of digital economy in GRDP is projected to increase to 30 percent by 2030.

Total factor productivity's contribution to annual growth is expected to reach above 55 percent.

Share of private economy in GRDP is expected to reach 40-45 percent by 2030.

Urbanization rate is projected to reach 75 percent by 2030.

Rate of trained workforce is expected to reach over 90 percent by 2030.

Number of hospital beds and doctors per 10,000 people is expected to respectively reach 65 and 19 by 2030.

Health insurance coverage rate is expected to reach 100 percent population by 2030.

Average life expectancy is expected to reach 76 by 2030.

Forest coverage rate is expected to reach over 50 percent by 2030.

Clean water supply is expected to cover at least 99 percent of the locality's population.

Rate of solid waste collection and treatment is expected to reach at least 99 percent in urban areas and 90 percent in rural areas by 2030.

All industrial parks and clusters will be equipped with centralized wastewater treatment systems.

Quang Ngai province

The Party Congress of Quang Ngai province took place on September 10-12, 2025.

During the Party Congress, the Politburo announced its decision to assign Mrs. Bui Thi Quynh Van, member of the Party Central Committee, as Secretary of the Quang Ngai Provincial Party Committee for the 2025-2030 tenure.

The Congress adopted a resolution envisaging major targets for the 2025-2030 period:

­- Average GRDP growth target: at least 10 percent annually.

- Social productivity increases by 8.5-9.5 percent annually on average

- GRDP per capita is projected to reach around US$6,900-US$7,000 by 2030.

- Proportion of digital economy in GRDP is projected to reach at least 30 percent by 2030.

- Number of hospital beds and doctors per 10,000 people is expected to reach 37.5 and 13.1, respectively by 2030.

- Workforce in agriculture sector is projected to account for 38.7 percent of the locality's total workforce by 2030.

- Rate of trained workforce is projected to reach 30.6 percent by 2030.

- Povery rate is expected to drop to nearly zero.

- Forest coverage rate is expected to remain unchanged at 60 percent by 2030.

- Rate of urbanization is projected to reach over 38 percent by 2030.

Tuyen Quang province

The Party Congress of Tuyen Quang province took place from September 22-24, 2025.

During the Party Congress, the Politburo announced its decision to assign Mr. Hau A Lenh, member of the Party Central Committee, as Secretary of the Tuyen Quang Provincial Party Committee for the 2025-2030 tenure.

The Congress adopted a resolution envisaging major targets for the 2025-2030 period:

- Average GRDP growth target: 10.5 percent per year.

- GRDP per capita is projected to reach VND95 million by 2030.

- Rate of digital economy in GRDP is projected to reach at least 20 percent by 2030.

- Human development index is expected to reach 0.72.

- Rate of trained workforce is expected to reach at least 72 percent.

- Average life expectancy is expected to reach 74.

- Number of hospital beds and doctors per 10,000 people is expected to reach 44 and 11, respectively, by 2030.

- Multidimensional poverty rate is expected to decrease by 3-4 percent annually on average.

- Forest coverage rate is expected to reach 62.2 percent.

- Rate of solid waste collection and treatment is expected to reach 95 percent by 2030.

- All operational industrial parks have centralized wastewater treatment systems.

Thai Nguyen province

The Party Congress of Thai Nguyen province took place from September 22-23, 2025.

During the Party Congress, the Politburo announced its decision to assign Mr. Trinh Viet Hung, alternate member of the Party Central Committee, as Secretary of the Thai Nguyen Provincial Party Committee for the 2025-2030 tenure.

The Congress adopted a resolution envisaging major targets for the 2025-2030 period:

- Average GRDP growth target: 10.5 percent per year.

- GRDP per capita is expected to reach VND220 million (US$8,200) by 2030.

- Share of added value of digital economy in GRDP is projected to account for 35 percent by 2030.

– Index of industrial production is projected to increase by 12.5 percent annually on average

– Export value is expected to increase by 10 percent annually on average.

– Average life expectancy is projected to reach 75.5 percent by 2030.

– Human development index is projected to increase to at least 0.79 by 2030.

– Rate of trained labor force is expected to reach over 75 percent by 2030.

– Unemployment rate in urban and rural areas is projected to fall to belowe 3 perrcent and 2.3 percent, respectively, by 2030.

- Number of hospital beds and doctors per 10,000 people is expected to reach 50 and 19, respectively by 2030.

– Health insurance coverage is projected to reach 100 percent by 2030.

– Multidimensional poverty rate is projected to decrease by 1-1.5 percent annually.

- Hygiene water access rate in urban and rural areas is expected to reach 100 percent and 80 percent, respectively, by 2030.

– Forest coverage rate is expected to reach at least 60 percent.

- Rate of hazardous waste collection and treatment is expected to reach 100 percent by 2030.

– All industrial parks and processing zones are expected to have centralized waste water treatment systems.

– Rate of public transport vehicles powered by green energy is projected to reach at least 40 percent by 2030.

Khanh Hoa province

The Party Congress of Khanh Hoa province took place from September 21-23, 2025.

During the Party Congress, the Politburo announced its decision to assign Mr. Nghiem Xuan Thanh, member of the Party Central Committee, as Secretary of the Khanh Hoa Provincial Party Committee for the 2025-2030 tenure.

The Congress adopted a resolution figuring out major targets for the 2025-2030 period:

- Average GRDP growth target: 11-12 percent per year.

- GRDP per capita is projected ton increase by 14 percent annually. By 2030, Khanh Hoa is expected to be among top 10 localities with highest personal income rate.

- Share of industry, construction and service to GDP accounts for at least 90 percent.

- Rate of added value of digital economy is projected to reach 35 percent by 2030.

- Total factor productivity's contribution to annual growth is expected to reach above 55 percent.

- Total budget revenue is expected to increase by 12 percent annually. By 2030, Khanh Hoa is expected to be among top 10 localities with highest rate of domestic budget revenue.

- Urbanization rate is expected to reach 70 percent by 2030.

- Human development index is expected to reach around 0.78.

- Average life expectancy is expected to reach 75.5.

- Number of hospital beds and doctors is expected to reach 40 and 14, respectively, per 10,000 people by 2030.

- Rate of non-agricultural laborforce in urban areas is expected to reach 90 percent by 2030.

- Rate of trained workforce is expected to reach 90 percent by 2030.

- Rate of multi-dimensional poverty is expected to decrease by 1-1.5 percent annually.

- Forest coverage rate is expected to reach 47 percent.

- Hygiene water access rate in urban areas is expected to reach 100 percent by 2030.

- Rate of solid waste collection and treatment is expected to reach 100 percent by 2030.
