VGP - Major policies taking effect from April 2026 include sanctioning of administrative violations in the fields of fire prevention, use of data obtained from individuals’ technical devices to detect administrative violations, deportation of foreigners violating Viet Nam's law, and incentives for FDI projects involving technology transfer.

Stricter sanctions for violations of indoor mass EV (electric vehicles) charging stations

The Government issued Decree 69/2026/ND-CP amending and supplementing several articles of the Decree 106/2025/ND-CP, dated May 15, 2025 regulating administrative sanctions for violations in the fields of fire prevention, fire fighting and rescue.

Accordingly, a fine from VND 40 million to VND 50 million (US$2,000) shall be imposed for: (i) not having a fire prevention solution for the electric charging area for a centralized electric motor vehicle in the house; (ii) not having a power system for fire prevention and fighting; (iii) maintaining a power source for fire prevention and fighting.

A fine of VND 10–15 million shall be imposed for failing to maintain explosion-proof electrical equipment that has already been installed.

A fine of VND 40–50 million shall be imposed for violations such as failing to install fire alarm systems, firefighting systems, or failing to equip mechanized firefighting and rescue vehicles.

A fine of VND 10–15 million shall be imposed for failing to install emergency lighting and exit signage. 

A fine of VND 15–20 million shall be imposed for failing to equip grassroots fire prevention and firefighting and rescue teams with the necessary equipment.

The new Decree shall come into effect from April 20, 2026.

Payment accounts must use real names

From April 1, all payment accounts at banks will have to use names that match identification papers, according to Circular 30/2025/TT-NHNN of the State Bank of Viet Nam.

The new policy aims to put an end to the use of nicknames while establishing payment accounts. 

Incentives for FDI projects involving technology transfer

Incentives for FDI projects involving technology transfer are stipulated in the Law amending and supplementing a number of articles of the 2025 Law on Technology Transfer.

These incentives, including tax, land and credit preferences, shall be granted to foreign direct investment projects that involve technology transfer, workforce training, and the development of research, design, manufacturing or technology application capacity in Viet Nam.

Foreign organizations and individuals are encouraged to transfer technology to Vietnamese entities in order to enhance domestic capabilities in technology absorption, mastery and innovation.

The new Law shall take effect on April 1.

Regulations on deportation sanctions for foreigners violating Viet Nam's law

Government's Decree 59/2026/ND-CP which provides for deportation as an administrative sanction, as well as measures for temporary detention and escort of violators under administrative procedures, and the management of foreign nationals violating Viet Nam's law pending the completion of deportation procedures.

Under the Decree, foreigners subject to deportation shall be allowed to take their lawful assets out of Viet Nam and lodge complaints or denunciations in accordance with law.

Those subject to deportation shall be informed of reasons for their deportation and receive deportation decisions at least 48 hours prior to the decision execution. They shall also be entitled to contact and notify diplomatic missions or consulates of their countries of citizenship and request interpreters when working with Vietnamese authorities.

The Decree shall come into effect on April 1.

Procedures for collecting and using data from technical devices

Government Decree 61/2026/ND-CP sets out procedures for collecting and using data from technical devices provided by individuals and organizations to detect administrative violations.

Under the decree, such data may be submitted to competent authorities through various methods, including in-person submission at agency offices or incident locations; via email, portals, websites, the Viet Nam Electronic Identification (VNeID) application, or other mobile applications and officially announced hotlines; by postal services; or through data sharing via digital platforms or integrated systems in accordance with law.

Individuals and organizations providing data shall submit such data to competent authorities; have their personal information kept confidential in accordance with the law on personal data protection; and request notification of verification and handling results in writing or via electronic platforms.

They shall be responsible for providing accurate contact information when required; ensuring the authenticity and integrity of submitted data; and cooperating with competent authorities upon request.

Competent authorities must verify the data within 30 days from the date of receipt. For complex cases, this period may be extended but must not exceed 60 days.

The Decree shall take effect on April 1.

Changes to the release schedule of key statistical information

On January 13, the Government issued Decree 13/2026/ND-CP, amending and supplementing a number of articles of Decree 62/2024/ND-CP and related regulations guiding the implementation of the Law on Statistics.

Under the new Decree, the release schedule for several key statistical indicators has been adjusted: Official Consumer Price Index (CPI) data shall be released on the 3rd date of each month instead of the 6th as currently regulated.

The Decree shall come into force on April 10./.
