These Resolutions are: Resolution No. 57-NQ/TW on breakthrough development in science and technology, innovation and digital transformation; Resolution No. 59-NQ/TW on international integration in the new context; Resolution No. 66-NQ/TW on innovating law-building and enforcement work; Resolution No. 68-NQ/TW on private economic economy development; Resolution No. 70-NQ/TW on ensuring national energy security through 2030, vision to 2045; Resolution No. 71-NQ/TW on breakthrough development in education and training; Resolution No. 72-NQ/TW on major solutions to enhance public health protection and care.

All these Resolutions were designed to help Viet Nam realize the goal of becoming a developed country by 2045, marking a remarkable shift from term mindset to long-term mindset in policy making.

Under these Resolutions, science and technology/innovation/digital transformation, international integartion, law-building and law enforcement, private economy, energy security, education and training, and public healthcare will be Viet Nam's strategic breakthrough "spearheads" from now to 2045 and beyond.

These Resolutions must be translated into concrete legal provisions, plans and strategies so that they are not merely political documents, General Secretary To Lam stressed.

The Party chief called for using dashboard to monitor the implementation of these Resolutions in order to timely detect "bottlenecks" that hinder the performance process. This indicates a shift from passive and report-based governance to active and data-based governance.

The General Secretary requested that heads of State agencies, ministries and localities shall be responsible for their performance to ensure that these Resolutions are not slogans. This will help cultivate the culture of taking responsibility and promote transparancy and accountability in the political system – a central factor to create social trust./.
