Ha Noi urged to contribute to double-digit growth target

The Government chief made the request while chairing a working session with the Standing Board of the Ha Noi Municipal Party Committee in Ha Noi on June 11.

As the capital city needs to achieve the growth goal of 11 percent in 2026, Le called for comprehensive measures to unlock growth drivers in manufacturing, trade, services, finance, banking, insurance, transport, logistics, construction and real estate, while maintaining macroeconomic stability and controlling inflation.

The Prime Minister underscored the need for Ha Noi to mobilize and effectively utilize all available resources for development; increase budget revenues, promote thrift practices, reduce recurrent expenditures by at least 10 percent, and redirect resources toward development investment and social welfare. 

The city was encouraged to make better use of land resources, improve public investment efficiency, prioritise high-impact projects, and attract greater private-sector participation, with the goal of leveraging one unit of public investment to generate five to ten units of non-budget capital.

In addition, Ha Noi was urged to attract more FDI, ODA and credit resources, while exploring the issuance of capital bonds to finance major projects. 

The city should also review its 2026–2030 medium-term public investment plan, reduce the number of projects by at least 30 percent compared to the previous period, and strive to fully disburse all public investment capital in 2026.

On social and environmental issues, the Prime Minister called for coordinated efforts to address air and water pollution, traffic congestion, flooding and waste management, with the aim of achieving fundamental improvements this year. 

He also directed the city to cut 50 percent of administrative procedures, accelerate digital transformation, and ensure all eligible public services are available online by the third quarter of 2026.

Highlighting science, technology and innovation as key growth drivers, Le said Ha Noi should become the nation's leading hub for innovation and a recognized center in Asia. 

He called on the city to accelerate the development of strategic sectors such as AI, semiconductors, robotics, automation, aerospace, cybersecurity and quantum technology, while promoting smart city development and increasing the digital economy's contribution to around 22 percent of GRDP by the end of 2026.

According to a report presented by Chairman of the municipal People's Committee Vu Dai Thang, Ha Noi's GRDP grew by 7.87 percent in the five month of 2026, higher than the national average of 7.83 percent but below the city's target of 10.23 percent. 

The city's budget revenue reached nearly 57 percent of the annual estimate, while public investment disbursement totalled VND 48 trillion (US$1.82 billion), equivalent to nearly 40 percent of the yearly planm he added./.
