Leaders of ministries, government agencies, and provincial and municipal People's Committees are required to strictly follow the instructions of the Central Steering Committee for commemorating major anniversaries and historical events, as well as the Prime Minister's Public Telegram No. 139/CD-TTg dated August 21, 2025, on strengthening security during National Day. They must maintain round-the-clock duty shifts to ensure timely, effective, and flexible responses to any emerging situations.
The Ministry of Public Security and the Ministry of National Defense will tighten patrols, ensure safety at celebration venues nationwide, safeguard cyberspace, curb harmful online content, and strictly deal with any acts attempting to disrupt public order or undermine national security.
The Ministry of Health, in coordination with local authorities, shall be in charge of healthcare, disease prevention, sanitation, and food safety, with rapid response teams on standby and regular inspections at all event sites.
The Ha Noi Municipal People's Committee shall have to ensure adequate restrooms, waste collection, and sanitation facilities to maintain a clean environment throughout the celebrations. The city will also raise public awareness on hygiene and arrange shaded rest areas, providing free bread, drinking water, and umbrellas for the public.
The Ministry of Agriculture and Environment will have to guide ministries, sectors, and localities in maintaining environmental sanitation at large gatherings, including parades, performances, and fireworks shows.
The Prime Minister also called on citizens nationwide to comply with laws on traffic safety, fire prevention, sanitation, and environmental protection, and to avoid overcrowding and jostling to ensure safe and joyful celebrations.
All ministries, agencies, and localities must submit daily reports on security and public order in their respective areas to the Prime Minister via the Government Office before 5 p.m./.
