Government's working principles
1. All the Government's actions must comply with the Constitution and law of the Socialist Republic of Viet Nam, ensure the leadership of the Communist Party of Viet Nam, and follow the principle of democratic centralism.
The Government shall work under the mechanism that combines the collective responsibility of the Government with the individual responsibility of the Prime Minister and each Cabinet member.
The Government shall decide by the majority rule on matters within its competence.
2. Uphold the personal responsibility and exemplary role of Cabinet members and heads of ministries and ministerial-level agencies. Each task shall be assigned to only one presiding agency, which shall bear the primary responsibility while other agencies shall coordinate in implementation.
3. Ensure that work is resolved within proper competence, order, and procedures in accordance with provisions of law and this working regulation; strengthen working coordination and information exchange to ensure consistency in handling work.
4. Implement assignment, decentralization, and delegation of authority in accordance with the law, coupled with personalization of responsibilities; strengthen inspection, supervision and power control; ensure centralized leadership and unified management of the Government.
5. Strictly enforce administrative discipline and order; implement the principle of collective leadership and individual accountability.
6. Ensure openness, transparency, and accountability in the organization and operation of the Government, ministries, ministerial-level agencies, and localities in accordance with law; create favorable conditions for citizens, enterprises, and social organizations to participate in, supervise, and contribute to the formulation and implementation of policies and laws.
7. Encourage and protect cadres who dare to think, dare to do, dare to advise, dare to take responsibility, and dare to propose new and complex matters for the common good.
8. Promote the application of science, technology, digital transformation, and data-based and real-time data governance; build a unified, seamless, continuous, democratic, rule-of-law, professional, modern administrative system that operates effectively and efficiently to serve the people.
Openness, transparency, provision of information, and accountability
The Government, the Prime Minister, Deputy Prime Ministers, and Cabinet members shall ensure openness and transparency in their activities; provide full and timely information on guidelines, policies, decisions, as well as results of their direction and administration in accordance with the provisions of law.
The disclosure and provision of information shall be conducted primarily through mass media, e-government portals, digital platforms, and information systems, ensuring convenient access, extraction, and utilization of information by citizens and enterprises.
The Government, the Prime Minister, Deputy Prime Ministers, and Cabinet members shall proactively receive, handle, and provide feedbacks to opinions and petitions from citizens, enterprises and the society in accordance with law; promptly identify issues and deliver agile policy responses.
Government Spokesperson
Minister-Chairman of the Government Office shall serve as the Spokesperson of the Government; take prime responsibility for provision of information on Government activities; organize press conferences and other forms of information provision as regulated.
Ministries, agencies, and localities shall be responsible for coordinating and providing timely and accurate information, sending leaders to join press conferences and directly answer inquiries./.
