The Decree specifies that the maximum penalties for administrative violations in the field of domestic violence prevention and control shall be VND30 million (over US$1,000) for individuals and VND60 million (over US$2,000) for organizations.
Specifically, forcing children to study excessively shall be subject to a fine of upto VND10 million.
Fines ranging from VND10 million to VND20 million shall be imposed for the following acts: forcing family members to witness violence against people or animals, causing frequent psychological distress; or forcing them to listen to music, view images, or read content that incites violence.
The Decree stipulates that acts of torture, abuse, beating, threats, or other intentional actions that harm a person's health or life shall be subject to fines of up to VND20 million.
Acts of abandonment or failure to care for family members, including pregnant women, women raising children under 36 months old, persons with disabilities, the elderly, or those unable to take care of themselves, as well as failure to educate children, shall also be subject to fines of up to VND20 million.
Failure to comply with regulations on permanent and temporary residence registration will be fined up to VND1 million.
The Decree stipulates a warning or a fine ranging from VND1 million for letting pets roam freely in public places.
These regulations will take effect from December 15, 2025./.
