
This initiative is part of a public telegram separately sent to local leaders in Ha Tinh, Quang Tri, Hue, Da Nang, Quang Ngai, Gia Lai, Dak Lak, Khanh Hoa, Lam Dong, and ministerial leaders.
Specifically, the campaign aims to mobilize the armed forces, public security, youth, women's unions, veterans, agencies, organizations, enterprises, and the entire political system to support the repair of severely damaged houses, to be completed no later than December 31, 2025, and to rebuild houses and arrange resettlement for all households whose homes were collapsed, swept away, or destroyed, no later than January 31, 2026.
King Quang Trung, a national hero of 18th-century Viet Nam, rose to power by uniting the country and founding a new dynasty. In 1788, when a large Qing army invaded the Capital of Thang Long, Ha Noi, Nguyen Hue proclaimed himself king, taking the name Quang Trung, and planned a swift counterattack. He feigned early Tet celebrations to motivate his troops, then advanced rapidly north in five columns. By January 29, 1789, his forces captured the last Chinese fort before Thang Long, causing the Qing commander and Sun Shi-yi to flee. Quang Trung’s army entered Thang Long on the fifth day of the New Year, and as promised, celebrated Tet there on the seventh day.
King Quang Trung inspires the people through his courage, strategic brilliance, and unwavering patriotism, uniting the nation to overcome foreign invasions and defend Vietnamese independence.
The campaign also seeks to promote the spirit of self-reliance and resilience among local authorities and the people; to proactively allocate and use all resources from the State budget, funds, aid, donations, and support from agencies, organizations, and individuals .
The Viet Nam Fatherland Front is responsible for calling for and mobilizing the "spirit of national solidarity and mutual support" from the business community and philanthropists, following the principle that "those who have resources contribute resources, those who have labor contribute labor; those who have little give little, those who have much give much; and everyone contributes from wherever they are," in order to focus efforts on rebuilding and repairing houses and supporting affected families to quickly stabilize their lives.
Data on central budget support for housing must be submitted to the Government Office and the Ministry of Finance before December 3, 2025.
The Prime Minister also assigned the Ministry of Construction to standardize several house models.
The Minister of Agriculture and Environment shall guide localities in allocating land for resettlement areas, in cases where land must be arranged to relocate households from landslide-prone, flood-prone, or otherwise dangerous areas, to be completed no later than December 5, 2025.
The Minister of Finance shall lead, in coordination with relevant ministries and sectors, the review and consolidation of proposals for support from the central budget for the provinces of Dak Lak, Gia Lai, Khanh Hoa, and Lam Dong to build and repair houses for affected households, to be completed no later than December 5, 2025.
Earlier, the Ministry of Agriculture and Environment reported that the six-day flood caused nearly VND 16,200 billion (US$614 million) in damage, left 108 people dead or missing, nearly 1,000 houses completely collapsed, and nearly 3,400 houses severely damaged.
To date, the Government has provided four localities with VND 2,140 billion in emergency relief aid./.
