Further solutions to help businesses overcome damage

He has asked the Ministry of Finance to direct custom agencies to apply import tax and value added tax exemption on imports by the businesses for repairing and replacing damaged machines, components and facilities.

 

The payments for employees between May 12-24 during the temporary closure of those businesses, which have resumed their operation, will be subtracted from the amount used to pay for income tax.

 

If the affected businesses can resume their production in June 2014 but the owners of the businesses have not returned to pay salary in April and early days of May for workers, the People’s Committees of the localities will cover the owed payments with their local budget, which will be refunded once the businesses resume their operation and be exempted from the business income tax.

 

To businesses which cannot resume production prior to July 2014, PM Dung has asked the Ministry of Labor, Invalids and Social Affairs to work with the Ministry of Finance, the Viet Nam Social Insurance, the Viet Nam General Confederation of Labor and People’s Committees to seek solutions and report to the PM befor June 10, 2014.

 

PM Dung has also asked the People’s Committees to reduce land lease fees to the affected businesses, basing on real damage.

To businesses which postpone the operation and reinvest in other new facilities, the land lease fees they paid before the postponement will be refunded and the land lease fees in 2014 will be exempted on condition that the total supported amount does not exceed the damaged amount.

 

Businesses whose infrastructure was damaged are exempted from land lease fees in accordance with the Government Office’s Notice 207/TB-VPCP on May 20, 2014.

 

PM Dung has asked the provincial People’s Committees to direct companies providing infrastructure services to reduce infrastructure use fees for the damaged businesses, which is subtracted from land lease fees but not being subtracted from the amount to be accounted for the business income tax.

 

Relevant ministries and agencies are also required to study, adjust and pause examination works over the affected businesses to help them focus on resuming the production, except from businesses which are suspected of, or show signs of legal violations.

To businesses which were badly affected and hard to resume production and trade, PM Dung has asked the Ministry of Planning and Investment, the Ministry of Finance, the Ministry of Labor, Invalids and Social Affairs, the State Bank of Viet Nam and People’s Committees to work with the businesses to evaluate damage as well as possibilities and difficulties in resuming activities, while suggesting solutions to the PM prior to June 15, 2014.

 

PM Dung asked the People’s Committees of Dong Nai and Binh Duong provinces to establish working groups to take immediate solutions to help the affected businesses in the localities, especially those must postpone the production and trade, and promptly address and respond to their suggestions to overcome hindrances and difficulties.
