During the meeting, Phan highlighted the profound changes shaping the global landscape, referencing remarks made by General Secretary and President To Lam at the 23rd Shangri-La Dialogue. He noted that the world is facing multiple challenges related to the international order, development models, and strategic trust.
Amid increasingly complex political and security developments, Phan reaffirmed Viet Nam's steadfast foreign policy of independence, self-reliance, peace, friendship, cooperation, and development. He underscored the country's strong commitment to multilateralism, respect for international law, and support for the United Nations' central role in maintaining global peace, stability, and prosperity.
The Deputy Prime Minister emphasized Viet Nam's active contributions to UN initiatives and reforms, including support for the UN80 initiative aimed at improving efficiency and optimizing resources within the organization. He also expressed Viet Nam's readiness to facilitate the establishment of additional UN offices and agencies in the country.
Phan took the occasion to call for UN's continued support through policy consultation, technology transfer, knowledge sharing, and resource mobilization. He also expressed hope that both sides would soon finalize the Viet Nam–UN Strategic Cooperation Framework for 2027–2031.
Acknowledging Japan's longstanding assistance to Viet Nam, particularly in development cooperation and post-war recovery efforts such as unexploded ordnance clearance, Phan hailed Nakamitsu's contributions to advancing dialogue, confidence-building, and multilateral cooperation on disarmament.
Reaffirming Viet Nam's support for global disarmament and the complete elimination of nuclear weapons, he thanked the UN Secretariat for its assistance during Viet Nam's successful presidency of the 11th Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT).
He also noted Viet Nam's willingness to share its experience in post-war recovery, mine action, victim assistance, and the rehabilitation of conflict-affected areas, while seeking greater UN support for disarmament-related training and capacity building in emerging security and technological fields.
In reply, Nakamitsu praised To Lam's keynote address at the Shangri-La Dialogue, describing it as closely aligned with the UN's efforts to promote peace, cooperation, and sustainable development. She observed that the world is entering a period of strategic transition characterized by growing fragmentation across trade, security, political, and military domains.
Nakamitsu noted that Viet Nam's historical experience and impressive development achievements position the country to play a significant role within both ASEAN and the United Nations in fostering regional and global stability.
She also commended Viet Nam's leadership during the 11th NPT Review Conference under Ambassador Do Hung Viet, Permanent Representative of Viet Nam to the UN. According to Nakamitsu, UN member states highly valued Viet Nam's constructive role in facilitating dialogue, building trust, promoting substantive discussions, and amplifying the perspectives of small and medium-sized countries in nuclear disarmament efforts.
Regarding broader cooperation, Nakamitsu described Viet Nam as a model UN partner and praised the Government's leadership and strategic vision.
She affirmed the continued support of the UN Country Team for Viet Nam's development priorities and international commitments, while expressing readiness to encourage greater Vietnamese participation in international disarmament initiatives and training programs, including those addressing emerging issues such as artificial intelligence governance./.
