DPM asks for boosting implementation of NSW, ASW, reforming specialized inspection

VGP – Deputy Prime Minister Pham Binh Minh has asked for boosting the implementation of the National Single Window (NSW), ASEAN Single Window (ASW), reforming specialized inspection on import and export goods and enhancing trade facilitation from now to the end of the year.

As of June 30, 2021, a total number of 226 administrative procedures done by 13 ministries and agencies were officially connected to the NSW, thus processing approximately 3.93 million dossiers submitted by 48,000 firms, according to the General Department of Customs, Permanent Office of the National Steering Committee on ASEAN Single Window (ASW), NSW and Trade Facilitation.

Viet Nam officially exchanged electronic Certificate of Origin (ATIGA e-Form D) through the ASW with all nine countries in ASEAN. The nation has received 375,646 C/O forms from ASEAN nations and sent 955,300 C/O forms to these countries.

The testing of connection techniques and the exchange of test messages on export customs declarations was completed with the Eurasian Economic Union. Viet Nam is negotiating technical requirements for building an exchange of certificates of origin system with the Eurasian Economic Union, and exchanging information on electronic C/O forms with the Republic of Korea.

The nation signed an "Agreement on facilitation of clearance of agricultural, forestry and fishery products through the use of electronic certificates" with New Zealand.

A number of ministries and agencies have converted the inspection of goods from pre-inspection to post-inspection, particularly with the proportions of 100 percent for the Ministry of Information and Communications and the Ministry of Public Security and 90 percent for the Ministry of Industry and Trade and the Ministry of Science and Technology. 

Deputy PM Pham tasked the Ministry of Finance to accelerate the establishment of implementation of the master plan on building and developing an information technology system serving for launching the NSW, ASW and submit to the Prime Minister in the first quarter of 2022. 

He required connecting the NSW Portal with the National Public Service Portal in line with the guidance of the Government Office. 

The Ministry of Finance was assigned to build an action plan on the implementation of the NSW mechanism, promotion of logistics and trade facilitation during 2021-2025. 

Meanwhile, the Deputy PM asked for officially connecting additional 35 administrative procedures to the NSW from now to the end of the first quarter of 2022, raising the number of administrative procedures connected to the NSW to 261.
