He made the statement in his remarks delivered at the 2023 Conference for the Midterm Comprehensive Review of the Implementation of Objectives of the International Decade for Action "Water for Sustainable Development" in the 2018-2022 period in New York, the U.S. on March 22.

It is necessary to set up a science-based global legal framework to orient and monitor activities of exploitation, sustainable use and restoration of water resources, he said.

Tran asked for urgently developing global and regional science and technology centers on water, build a monitoring network, develop a database on water, and make plans for exploitation, use and improvement of water quality for transboundary rivers.

The Deputy Prime Minister called for establishing organizations and agencies under the United Nations such as a scientific committee on transboundary water, an international river council and a transboundary river basin finance fund or expand the river basin finance function for the Global Environment Facility.

He underlined the significance of upholding the principle of fairness, equality, conscientiousness, and respecting the rights and interests of basin countries.

Viet Nam has introduced guidelines and solutions to strengthening management, protecting, exploiting and using water resources sustainably with a view of implementing 2030 Agenda for Sustainable Development goals, reiterated Tran.

The nation has made efforts in completing and consolidating its institutions and policies, ensuring people to get access to clean water, making full use of benefits brought by water and reducing water-related harms to boost economic development and upgrade people's living quality.

Viet Nam targets that by 2030, all of households in urban areas will use standard clean water, he said, adding that the country pledges to continue strengthening collaboration with other nations in exchanging and sharing knowledge and experience in managing, exploiting and using water resources.
