President Luong Cuong, who is also Chairman of the Council of National Defense and Security, and the Commander-in-chief of the Vietnamese People's Army, handed over the decision.

Attendants at the ceremony include Minister of Public Security Luong Tam Quang and Chairman of the Office of the Communist Party of Viet Nam Central Committee Nguyen Duy Ngoc.

On behalf of the Party and State leaders, the President congratulated Le, affirming that this is an honor and pride, as well as a heavy responsibility entrusted by the Party, State and people.

The decision to promote the rank of Senior Lieutenant General demonstrates the recognition, appreciation, attention and trust of the Party, State and people for the outstanding achievements and feats of arms that Le has achieved, noted the Vietnamese State leader.

Le, for his part, vowed to continue making efforts to successfully carry out the task of protecting the Party, and State, ensuring security, order, and a peaceful and happy life for the people./.
